About The Position

The Project Manager, Restoration & Infrastructure works in collaboration with various TRCA teams, project partners and stakeholders to manage as well as plan, develop and implement assigned projects within portfolio scope. This role focuses on managing relationships with stakeholders while providing technical expertise and contributing to project execution. Specifically the Project Manager is responsible for project delivery in the Restoration and Resource Management group contributing to ecological restoration construction projects such as wetlands, shorelines, streams, and storm water ponds.

Requirements

  • Post-secondary diploma or degree in Environmental Science, Restoration Ecology, Environmental Management, Forestry or a related field related field.
  • Valid Ontario Class G2 driver's license
  • 4+ years of experience in program/project management, in relevant field
  • 1+ years of progressive managerial, supervisory or project management experience
  • Demonstrated experience interpreting and/ or writing technical drawings and/or reports
  • Experience managing relationships / working with sponsors, government representatives or in partnerships
  • Excellent written and verbal communication skills to communicate project status for various audiences, prepare reports and proposal writing; and analytical skills
  • Able to comprehend documentation that is technical or scientific in nature, skilled in writing technical reports or manuals and communicating these to a non-technical audience
  • Knowledge of procurement practices, project management and risk management concepts
  • Able to self-manage workload and prioritize tasks as an ongoing challenge in a frequently fluctuating workload and multiple deadlines
  • Ability to design and conduct public engagement and facilitate negotiations
  • Knowledge of best management practices, and up-to-date knowledge of mitigation and controls, as well as safe work procedures
  • Strong budget management and cost control skills
  • Excellent interpersonal skills and ability to work as a team member to coach staff and work with stakeholders (internally and externally); ability to deal tactfully and courteously with stakeholders, public officials
  • Knowledge of Occupational Health and Safety Act and regulations and the Accessibility for Ontarians with Disabilities Act
  • Proficiency in MS Office suite including online software such as MS teams, WebEx, and SharePoint, as well as other Project Management software
  • Understanding of environmental legislation including: Fisheries Act, Endangered Species Act, Lakes and Rivers Act, Migratory Birds Act, Fish and Wildlife Conservation Act, Public Lands Act and the Provincial Policy Statement

Responsibilities

  • Leads and manages all aspects of assigned projects including project charter, project plan and schedule, project approvals, project resources, project progress, budget, risk management, issues management, change management, resource management, and quality assurance
  • Determines project requirements, conducting research and evaluations, and obtaining all approvals and signoffs
  • Engages and works in collaboration with project staff, TRCA divisions and external project partners and coordinates Project Management Teams, Working Groups or Committees
  • Prepares preliminary work plans to develop estimates for projects. This includes working with staff to develop preliminary estimates and determining the number of hours required to complete planning, design, approval, procurement, and other phases of the project
  • Prepares, in conjunction with the procurement team, procurement documents, contract agreements; develops Request for Proposals (RFP) with proficiency and evaluates proposals
  • Oversees the work of consultants or contractors ensuring adherence to project scope, timelines, budget and requirements; evaluating performance to ensure adherence to project schedule, budget, scope, and contract terms
  • Reporting on project progress (including financials) as part of the internal budget process or to funders through fee for service agreements
  • Works collaboratively with internal TRCA construction teams on site logistics, tracking and scheduling of vehicles, equipment and materials
  • Organizes site visits and data collection, desk top analysis and compiling information for project planning
  • Incumbents may also be assigned other duties
