About The Position

ITegrity, Inc. is seeking an experienced Project Manager / Onsite Team Lead for a scientific weather project. This role provides overall operational direction, task plan management, and technical oversight across matrixed project teams supporting meteorology, calibration laboratories, and infrastructure systems.

Requirements

  • B.S. degree in Business Management, an advanced technical degree (M.S. or Ph.D.), or a recognized Project Management Certification (e.g., PMP).
  • Minimum of 4 years of direct experience supervising test and evaluation projects for meteorological sensors, software, and operational equipment.
  • Demonstrated understanding of project planning, execution, monitoring, and control.
  • Strong capability in identifying, assessing, and mitigating program risks.
  • Proven ability to analyze complex situations, make sound decisions under pressure, and resolve conflicts.
  • Experience managing multi-disciplinary teams in a matrixed office environment
  • Proficiency in Microsoft Office applications for project tracking and reporting.
  • Outstanding verbal and written communication skills in English.
  • Must be adept at presenting technical reports and progress metrics to government stakeholders.
  • Must be designated as Key Personnel and approved by the Contracting Officer.

Nice To Haves

  • Knowledge of NWS observation systems, including Upper Air, ASOS, COOP, and HADS programs
  • Familiarity with ISO 17025 laboratory compliance standards.
  • Ability to obtain SFSC-specific surface or upper air observation certifications if required by project scope.

Responsibilities

  • Organize, direct, and manage all aspects of BPA operational support functions involving multiple complex, inter-related project tasks.
  • Provide overall direction for program activities and serve as the primary interface with government leadership.
  • Consult with customer and contractor personnel to formulate, review, and execute task plans, staff assignments, and weekly milestones.
  • Ensure compliance with project schedules, costs, and contractual obligations.
  • Act as the primary on-site point of contact for the contract.
  • Maintain continuous communication regarding progress, technical issues, and contract deliverables.
  • Be available via phone Monday through Friday (09:00 to 16:00 EST) and respond to technical issues within 24 hours.
  • Assign responsibilities to subordinate contractor staff across various functional sections (Test, Field Support, Quality Management, Maintenance Support).
  • Ensure contractor compliance with safety, security, and administrative requirements.
  • Compile and submit weekly progress reports to the Government Task Lead(s) and COR documenting work-in-progress, schedule updates, travel, and risk mitigations.
  • Review and ensure the quality of all written deliverables.
  • Monitor spend plans, project risks, and resource allocations.
  • Coordinate hardware documentation, procurement justifications, and test/eval plans with government leads.
