About The Position

Project Manager IV provides advanced (Senior level) construction project management duties along the full project continuum, “cradle to grave” project management, of renovation projects at the Health and Specialty Care Facilities around the state. Principally, the position will be assigned a series of facilities as a part of team to ensure projects are completed safely, on-time, and under budget. Duties include the project initiation, planning, coordination, and execution of the project of general scope and projects related to repairs and renovations that generate from the Maintenance and Construction Department for the different facilities for the Texas State Supported Living Centers and State Hospitals. The Project Manager IV communicates with the stakeholders, HHSC Management, Facility personnel and other relevant parties on a regular basis. The Project Manager IV directs and supervises the work of design architects and engineers, oversees the construction, and administers the related contracts. Project Manager IV works under the supervision of the Director of Deferred Maintenance Project Management with limited supervision and considerable latitude for the use of initiative and independent judgment.

Requirements

  • Knowledge of construction project management theories and practice applicable to highly complex projects; of systems and procedures used to evaluate third party vendor performance; of local, state, and federal laws and regulation relevant to the administration for the project undertaken.
  • Skill in project management monitoring; in addressing changes in scope and budget and monitoring the schedule of the project.
  • Demonstrates ability to manage project activities; establish project goals and objectives; to exercise sound judgment in making critical decisions; to identify project risks and gaps; to understand the construction and different construction procurement methods, to prepare reports and communicate effectively and to plan, and supervise the work of contractors and contracted professionals.
  • Demonstrates ability to manage preparation of and perform quality control reviews of architectural and engineering discipline construction documents
  • Shows proficient skill in the use of personal computers and applicable programs, applications.
  • Knowledge of regulations and laws related to construction contracts.
  • Strong organizational and communication skills.
  • Minimum of three-years’ experience acting as a construction project manager for contractor, owner representative, or an owner.
  • Experience in reviewing project documents.
  • Acquire a Certified Texas Contract Manager license as issued by the State of Texas within 6 months from the date of hire.

  • Certification as a Project Management Professional (PMP), Certified Associate in Project Management (CAPM), Certified Construction Manager (CCM), licensed architect or a professional engineer by the State of Texas is preferred but not required.

Responsibilities

  • Acts as principal project manager for complex renovation projects involving a variety of trades and multiple coordination needs from project initiation, through design, construction, to completion and building recommissioning using accepted project management methodologies. Complex renovation project include large scale coordination across various trades and, include complex coordination of multiple trades simultaneously between buildings and across various utility systems, for example, major building renovations where resulting building use would be changed, facility-wide backup generator implementation.
  • Principally responsible for the review and approval of project schedules, design and work plans, cost estimates, and payment draw submissions to ensure reasonableness, accuracy, and compliance with contract terms, building codes, and appropriate regulatory requirements for the complex renovations project assigned. Providing instructions, forms, submission requirements to architects, engineers, construction contractors on required processed for regular and ad hoc project/issue reporting, payment draws, and change order requests that demonstrate project progress.
  • Manages specialty architectural and engineering contracted experts, conducting independent reviews of codes and regulatory oversight regulations to determine if existing architectural and engineering conditions comply with current requirements and determine solutions for compliance. Conducts initial review of design submittits for best practice, conformance with building codes and technical correctness. Reviews and conducts comprehensive evaluation for the project team of scope documents, bid packages, work/milestone plans, change order requests, and any resulting contracts.
  • Conducts on-site inspections of construction work to ensure project quality and completion levels that informing allowable invoicing to ensure that project deliverables are acceptable, fulfill the terms of the project contract and specifications, and that work is completed within budget for the complex projects assigned. Assists in identifying and putting into place performance criteria to ensure building systems as tested and commissioned before project acceptance, including evaluating equipment proposals/specification review necessary to ensure completed complex renovation project provides necessary building and utility support to protect the safety of clients/patients and staff when delivering clinical services.
  • Proactively manages project risks that could impact timely and affordable construction/renovation project completion and take action to mitigate or avoid them. Based upon inspections and reviews of project documents (architectural drawings, engineering specifications, payment draws, issues logs) identifies threats (risks) to completing the project on-time and within budget, providing guidance on project work/completion schedules to construction contractors, developing recommendations to constructability challenges from unforeseen conditions or design errors. Leading the project team (PMIs/PMIIs) for the assigned complex renovation project to ensure accurate reporting on project status to HHSC leadership and the architect, engineers, and construction contractor, ultimately, ensuring project completion in accordance with agreed upon/published schedule and within budget.
  • Maintains current and accurate project data in the project management software and facility assessment system database for the complex projects assigned
