About The Position

Experienced Engineering and Project Management professional with a Bachelor's Degree in Engineering and more than 10 years of proven success leading capital projects in refining, petrochemical, oil, and gas environments. Highly skilled in planning, designing, executing, and overseeing complex projects while ensuring compliance with technical specifications, safety requirements, quality standards, schedules, and budget objectives. Experienced working on-site in refinery operations and collaborating closely with Operations, Maintenance, Engineering, Procurement, Contractors, and Executive Leadership to successfully deliver projects throughout the full project lifecycle. Demonstrated expertise in Front-End Loading (FEL), stage-gate reviews, Project Execution Plans, contracting strategy development, procurement, risk management, cost control, scheduling, construction management, commissioning, startup, and project closeout. Proven ability to assemble and lead high-performing project teams, manage engineering and construction contractors, and maintain sole accountability for project performance from concept through completion. Strong background interfacing with refinery stakeholders to secure critical input and alignment during project planning, development, procurement, risk evaluation and mitigation, cost and schedule management, and safe project execution. Experienced in contractor evaluation, bid reviews, contract awards, contract administration, change management, claims avoidance, vendor management, and cash flow forecasting. Adept at establishing project facilities, developing and tracking KPIs, implementing quality assurance and quality control processes, and ensuring project goals are met safely, efficiently, and cost-effectively. Recognized for exceptional leadership, communication, presentation, negotiation, analytical, and problem-solving skills. Proven ability to perform effectively under pressure, manage multiple priorities, and drive successful project outcomes while fostering a strong safety culture and maintaining compliance with federal, state, local, industry, and company requirements. Possesses working knowledge of industry-recommended practices, design methodologies, QA/QC standards, regulatory requirements, and refinery operations. Requirements

  • Bachelor's Degree in Engineering
  • 10+ years of Project Management experience in refining, petrochemical, oil, and gas industries
  • 5+ years of experience as a Project Manager with sole accountability for project delivery
  • Expertise in FEL development, gate reviews, and management approval processes
  • Development and execution of Project Execution Plans
  • Capital project planning, design, execution, commissioning, and closeout
  • Cost estimating, budget management, forecasting, and cash flow analysis
  • Schedule development, monitoring, and performance management
  • Contracting strategy, contractor selection, bid evaluation, and contract administration
  • Vendor, fabricator, and specialty contractor management
  • Risk management planning and mitigation
  • Quality assurance and quality control oversight
  • Refinery stakeholder engagement and cross-functional team leadership
  • Safety leadership and incident-free project execution
  • KPI development and project performance measurement
  • Strong knowledge of industry standards, regulatory requirements, and best practices
