About The Position

Arcadis is seeking a highly skilled and motivated Project Manager IT Strategy and Roadmap to support one of the most iconic and consequential infrastructure initiatives in the United States — the Gateway Hudson Tunnel Project (HTP). In this role, you will be responsible for reviewing the construction work plans and regular reporting on compliance and environmental permitting requirements. We are working as the Delivery Partner along with team members and selected by the Gateway Development Commission to deliver this transformative project. The HTP is a critical component of the broader Gateway Program — one of the most ambitious and impactful transportation initiatives in the nation — and is designed to strengthen mobility, enhance resiliency, and ensure the long-term reliability of the Northeast Corridor. The project encompasses the construction of a new, two-track rail tunnel beneath the Hudson River, along with the full rehabilitation of the existing 113-year-old North River Tunnel. This vital infrastructure supports more than 200,000 daily passengers via Amtrak and NJ TRANSIT and serves as a backbone for economic activity and connectivity between New York and New Jersey. Requirements

  • Bachelor’s degree in IT, Computer Science, Engineering, or related field.
  • 7+ years of relevant IT project or strategy experience.
  • Strong understanding of enterprise IT, cloud (Azure preferred), networking, and cybersecurity.
  • Strong stakeholder coordination and communication skills.

Nice To Haves

  • Public sector or large-scale infrastructure experience.
  • Familiarity with TOGAF (The Open Group Architecture Framework).
  • PMP or similar certification.
  • Experience with architecture diagrams/tools (Visio, Lucidchart).

Responsibilities

  • Maintain and continuously update the multi-year IT roadmap across applications, infrastructure, data, and security.
  • Ensure initiatives align with enterprise architecture standards and target-state designs.
  • Maintain enterprise network diagrams covering on-prem, cloud, and hybrid environments.
  • Track delivery of strategic initiatives and maintain dashboards of progress, risks, and dependencies.
  • Inventory prior tactical decisions and assess alignment with target architecture and security standards.
  • Manage roadmap-aligned projects including scope, schedule, and risks and maintain project artifacts (charters, RAID logs, status reports).
  • Facilitate workshops and provide executive communications and updates.
  • Support governance processes and improve roadmap and reporting practices.
  • Coordinate and administer the IT Steering Committee (or equivalent governance forum) to support decision-making on IT strategy, roadmap priorities, and major technology investments.
