About The Position

Project Manager III acts as the owner representative with the architect/engineer and building contractor on individual projects and performs construction project management duties for the life cycle of a renovation, remodeling, or major repair project for the Supported Living Centers and State Hospitals. The Construction Project Manager's responsibilities are to manage relationships with key stakeholders, create and monitor deliverables (including managing budgets and construction timelines), ensure services performed meet construction standards, and review payments to ensure accuracy and compliance with contract terms. The position will review and advise on changes requested by the project owners, architects and contractors and will consider changes in budget, scope, and completion timelines during the execution of the contract.Responsible for coordinating the planning, initiation, and completion of projects throughout the life cycle of the project (at various levels of construction); monitoring the design and construction progress; ensuring adherence to the construction project schedule, reviewing payment draws; and communicating with project stakeholders, management, and other relevant parties. Coordinate the work of team members assigned to assist. Works as a part of a regional project management team, under general supervision, with moderate latitude for the use of initiative and independent judgment.

Requirements

  • Knowledge of construction project management guidelines and practice applicable to moderate scope projects; familiarity of local, state and federal laws and regulations relevant to the project assigned.
  • Skill and knowledge in construction project management monitoring; ability to understand and address changes in scope and budget.
  • Shows proficient skill in the use of personal computers and applicable programs, applications and devices.
  • Ability to exercise sound judgment in making recommendations for critical decisions, to analyze complex information and develop plans to address identified issues, to demonstrate negotiation and facilitation skills and to identify project risks. Ability to understand construction process and completion, and different construction procurement methods, to prepare reports and organize project documents, to communicate effectively and to coordinate the work of others.
  • Acquire a Certified Texas Contract Manager license as issued by the State of Texas within 6 months from the date of hire.
  • Minimum of two-years’ experience performing project management support for a contractor, owner representative, or an owner.
  • Experience in reviewing project documents.
  • Experience using project management software/tracking databases is preferred.

  • Experience with projects for local, state, and federal, healthcare, or non-profit entity is preferred.
  • Certification as a Project Management Professional (PMP), Certified Associate in Project Management (CAPM), Certified Construction Manager (CCM), licensed architect or a professional engineer by the State of Texas is preferred but not required.
  • Certification as a Certified associate in project management (CAPM), Certified Construction Manager (CCM), or Project Management Professional (PMP) is preferred.
  • Certification as a Texas licensed architect or engineer is preferred.

Responsibilities

  • Acts as principal project manager for traditional renovation projects involving a limited number of trades and coordination from project initiation, through design, construction, to completion and building recommissioning using accepted project management methodologies. These projects would principally be regularly required deferred maintenance projects such as roofing replacements, bathroom remodeling, HVAC and other like-kind system replacements. 25%
  • Principally responsible for the review and approval of project schedules, design and work plans, cost estimates, and payment draw submissions to ensure reasonableness, accuracy, and compliance with contract terms, building codes, and appropriate regulatory requirements 20%
  • Conducts on-site inspections of construction work to ensure project quality and completion levels that informing allowable invoicing to ensure that project deliverables are acceptable, fulfill the terms of the project contract and specifications, and that work is completed within budget. Based upon inspections and reviews of project documents (architectural drawings, engineering specifications, payment draws, issues logs) identifies threats (risks) to completing the project on-time and within budget, developing recommendations to constructability challenges from unforeseen conditions or design errors. 20%
  • Ensures required safety activities and oversight is occurring on project sites protecting building spaces, patients/clients served and employees 5%
  • Maintains current and accurate project data in the project management software and facility assessment system database 5%
  • Assist in the development of the project cost, scope criteria (definition), milestone creation, and schedule estimates and timelines that will be the basis for tracking construction project progress. Providing instructions, forms, submission requirements to architects, engineers, construction contractors on required processed for regular project reporting, payment draws, and change order requests that demonstrate project progress. 10%
  • Reviews the contracts for professional services providers (architects, engineers, and other special consultants) to ensure reasonableness and adherence to project scope definition before execution.. 5%
  • Reviews and conducts initial evaluation for the project team of scope documents, bid packages, work/milestone plans, change order requests, and any resulting contracts 5%
  • Acts as a subject matter expert to facility personnel in reviewing projects and planned work to ensure compliance with building codes and regulatory oversight requirements and offer solutions for obtaining compliance with those code and regulatory requirements. Leading the project team (PMIs/PMIIs) for the assigned traditional renovation project to ensure accurate reporting on project status to HHSC leadership and the architect, engineers, and construction contractor, ultimately, ensuring project completion in accordance with agreed upon/published schedule and within budget.%5
