The PM-II has single-point accountability or works under the general direction of a Project Director or Manager of Project Management, and manages or assists with all phases of project planning and execution to meet project success factors, including scope, schedule, cost, quality, environmental, safety, communications, security, and integration. Projects may include new-build, rebuild, replacement, expansion, relocation, and retirement work across transmission and distribution systems. Examples include overhead and underground transmission lines, substations and switching stations, equipment upgrades, customer interconnections, network reliability upgrades, outage and commissioning work, right-of-way and access projects, facility relocations, storm hardening, asset replacement, emergency restoration, and work delivered through alliance partners or engineering-procurement-construction contractors. The role coordinates multidisciplinary internal and external teams and stakeholders, plans and directs project execution from initiation through closeout, and maintains project controls such as estimates, schedules, forecasts, accruals, commitments, change control, contingency, status reporting, and closeout records. Transmission-specific work includes coordinating route and site development, surveys, environmental reviews, permitting, land acquisition, transmission planning, design, procurement, outage availability, construction, commissioning, energization, and turnover to Operations.
