Primary responsibility is to oversee, direct, and execute capital projects. Duties include managing project design, environmental studies, permitting, internal force account work, contract development, and quality assurance programs. The role involves anticipating and controlling project changes, managing budgets, and ensuring compliance with ARRC, state, and federal regulations concerning environment, contracts, labor, and safety. The Project Manager will manage assigned projects, including scope, schedule, and budgets, and coordinate with contractors and ARRC staff. They will assist department managers in developing project plans funded by grants or internal capital funds, which may include analyzing project concepts, goals, cost estimates, and financing requirements. The role also involves coordinating with the Supply Management Department, reviewing and approving invoices, providing project updates, organizing meetings, and ensuring proper financing procedures are followed. The Project Manager is responsible for completing projects within budget and may be required to drive. Higher levels (PM II and III) may manage other Project Managers and have supervisory responsibilities for junior employees. The role requires knowledge of engineering principles, project management practices, industry codes, regulations, budgeting, cost control, procurement, and proficiency in software like Excel, word processing, email, scheduling, CADD, and engineering design software. Knowledge of architectural, engineering, environmental, NEPA, and construction contracts is also required.
