About The Position

The Project Manager – Facilities provides project management for construction projects and the purchase of equipment to implement the capital plan and support ONTC initiatives. ONTC has a building portfolio of approximately 191 buildings throughout its large operating area in Northern Ontario. There is a core of approximately 51 major buildings that include Shop Buildings, Office Buildings, Stations, Service Garages, and Bunkhouses. The remaining buildings are smaller support buildings such as sheds, storage areas and lunchrooms. Beyond the simple building count, Ontario Northland’s major terminals in North Bay, Englehart, and Cochrane are analogous to small towns where Ontario Northland is responsible for maintaining its own private service infrastructure, access roads, and transportation infrastructure.

Requirements

  • University degree in Mechanical, Electrical, or Civil Engineering, or Architecture.
  • 3–5 years of experience working with building systems in an industrial setting, with practical, hands-on knowledge.
  • Minimum of 2 years of experience in Project Management.
  • Demonstrated experience coordinating construction contracts, including planning, scheduling, legal documentation, and project execution.
  • Proven ability to prepare cost estimates, budgets, and budgetary requests.
  • Proficiency in preparing detailed scope of work documents and Requests for Quotation (RFQs).
  • Ability to develop comprehensive project plans, lead cross-functional teams, and manage consultants and contractors to meet project milestones.
  • Strong working knowledge of Microsoft Office Suite, especially Teams, Word, and Excel.
  • Solid understanding of current building and construction codes and regulations, including Federal and Provincial directives and policies.
  • Knowledge of Canadian Construction Documents Committee (CCDC) contracts, including Articles of Agreement, Conditions of Contract, and Supplementary/Special Conditions.
  • Excellent communication skills, with the ability to engage diverse stakeholders and convey ideas clearly both orally and in writing.
  • Strong interpersonal and leadership abilities.
  • Capable of working independently and managing multiple priorities under pressure with minimal supervision.
  • Valid G-class driver’s license and willingness to travel as required (up to 50%).
  • Demonstrated commitment to health and safety practices.

Nice To Haves

  • Project Management Professional (PMP) designation or Professional Engineer (P.Eng) is a strong asset.
  • Familiarity with tools such as Autodesk Build, Smartsheet, Questica, and RSMEANS Data Estimating software is an asset.

Responsibilities

  • Manage assigned capital projects from initiation to completion.
  • Prepare detailed scope of work packages for equipment, systems, and building installations, modifications, operations, and maintenance, in collaboration with consultants.
  • Develop RFQ, RFT, and RFP documents to procure services from consultants, engineers, architects, and contractors, and to support equipment and facility upgrades or repairs.
  • Review contract plans and specifications to ensure compliance with building codes and project requirements.
  • Collaborate with Legal and Procurement to develop contract documents and manage quote/tender processes in accordance with company policies.
  • Procure materials required for project execution, following established procurement procedures.
  • Maintain consistent, timely, and clear communication with all project stakeholders, including ONTC personnel, service providers, and contractors.
  • Coordinate, schedule, and oversee the work of ONTC trades, external contractors, and suppliers.
  • Monitor project schedules, track progress, identify risks, and implement mitigation and contingency plans. Prepare status reports as needed.
  • Manage all project documentation, including plans, specifications, RFIs, schedules, submittmits, budgets, change orders, and progress payment requests.
  • Maintain organized project files, contract documentation, and detailed cash flow tracking.
  • Manage contract documentation.
  • Complete project initiation forms and charters; review monthly and quarterly cash flow projections in ONTC’s capital project tracking system.
  • Create and support the development of business cases for new capital projects.
  • Provide data and updates to the Enterprise Asset Management (EAM) program as required.
  • Administer contracts, including safety orientations, field inspections, and supervision of contract work.
  • Coordinate with Facility Supervisors to distinguish between elements covered by maintenance programs and those requiring capital project funding.
  • Work closely with ONTC Supervisors to implement capital projects.
  • Collaborate with other departments to ensure safe, cost-effective execution of projects and maintenance activities.
  • Occasionally assist with troubleshooting maintenance issues and coordinating engineering support.
  • Maintain compliance programs to meet Canada Occupational Health and Safety Regulations (e.g., pressure piping, electrical, building code, and designated substances inspections).
  • Stay informed about energy-saving and sustainability opportunities relevant to the role.
  • Update Buildings Condition Data as required to support ONTC’s state of good repair tracking.
