JOB SUMMARY: Under minimal guidance, this position manages construction, permitting, compliance, and facility planning for College projects. Responsibilities include coordinating engineering and architectural professionals, consultants, and contractors to ensure projects are completed on time, within budget, and in compliance with the Florida Building Code and other regulations. Oversees projects from initiation to completion, including progress reports and analyses to track schedules and budgets. Conducts on-site facility audits to assess conditions and recommend improvements. Adjusts projects as needed to address unexpected challenges or changes orders. Presents design proposals and project updates to leadership, donors, and stakeholders.

Requirements

  • Bachelor’s degree
  • Three (3) years of related work experience in organization, project management, construction management, financial, or performance analysis; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job
  • Valid Florida driver’s license
  • Knowledge of project management and project management tools
  • Skill in working with Microsoft Office and Windows based applications including ERP systems
  • Ability to utilize current computer technology and industry-standard software (e.g., Autodesk software suite, Bluebeam, Procore) to access data, maintain records, generate and present reports, and competently develop and review advanced computer modeling results and CADD generated information
  • Experience in supervising subordinates, consultants, contractors, and other staff in the planning, design, and construction of capital improvement projects including preparation of preliminary and final engineering designs and construction plans, cost estimates, bid specifications, and engineering reports
  • Thorough knowledge of construction processes, procedures, materials, methods, and equipment
  • Thorough knowledge of construction inspection methods, change orders, review and processing of pay requests
  • Ability to identify or make changes to projects as needed in response to unanticipated events that may affect the success of the project
  • Ability to conduct planning and design meetings, pre-bid meetings, pre-construction meetings, construction progress meetings, and inspections
  • Ability to understand planning studies and to analyze information and formulate substantive recommendations based upon such studies
  • Monitor construction schedules for expenditures and timeliness, as well as, compliance with capital projects budget

Responsibilities

  • Serves as the primary administrative contact for Facilities and funding related topics, Facilities State Reporting
  • Develops and maintains Capital Improvement Plan for annual submissions to Educational Plant Survey and FDOE
  • Assist with permitting, inspections, and enforcement of construction, alterations, repairs, and demolitions to ensure compliance with the Florida Building Code and other regulations
  • Provide technical expertise in engineering, architecture, and construction, identifying and resolving complex issues with safe, efficient, and cost-effective solutions
  • Develops and delivers research-based analysis, reports, and presentations to support key initiatives and facitate stakeholder buy-in
  • Works as college point of contact with Florida College System Risk Management Consortium (FCSRMC)
  • Support the Associate Vice President in managing consultants, reviewing project plans and specifications, and ensuring engineering and architectural standards are met
  • Manages complex external funding reporting and expense management
  • Schedule and attend design reviews, pre-bid conferences, bidding processes, pre-construction meetings, and construction scheduling meetings
  • Participate in selecting architectural, engineering, and construction consultants, evaluating bids and proposals, and making recommendations
  • Serves as the primary internal and external point of contact, coordinating communication and updates across all projects
  • Identifies new opportunities, develops business cases, conducts due diligence/analysis, synthesizes conclusions, and drives project management tactegic through implementation
  • Assist in incorporating construction-related functions into the College’s emergency management plan, including hurricane preparedness, flood response, and infrastructure security
  • Analyzes and synthesizes situations and data; identifies problems; and provides meaningful decision-making solutions
  • Oversees the continuous improvement and effectiveness of the Department’s project management methodology related to deferred maintenance
  • Maintain and update GIS databases, stormwater/utility maps, and CAD archives of College buildings and facilities
  • Compiles and maintains regular status reports for ongoing and upcoming projects
  • Excellent technical communication skills - both oral and written - to support interaction with varying levels of IRSC employees, consultants, contractors, local and State officials, and external agencies from diverse socio-economic backgrounds
  • Completes all other duties and responsibilities as assigned
