About The Position

Global Diving & Salvage, Inc. is seeking a Project Manager / Estimator II for their Seattle, WA office. This role involves leading various aspects of project management, including contract negotiations, subcontractor coordination, safety oversight, budget tracking, and schedule management. The individual will also be responsible for client relations, identifying new business opportunities, and implementing process improvements. A strong understanding of construction processes and regulations, along with leadership, communication, negotiation, and organizational skills, is required. The position encompasses all stages of the estimating and bidding process in addition to project management.

Requirements

  • Applicable construction-related experience 8-15 years
  • Valid Driver’s License with acceptable driving record.
  • Valid Auto insurance.
  • Experience with OCS P6 / Primavera P6

Nice To Haves

  • Experience with HCSS HeavyBid (preferred)
  • Experience in computer-aided design (CAD) and drafting. (preferred)
  • 4-year engineering or construction management degree (preferred)

Responsibilities

  • Lead all contract negotiations and the identification and negotiation of change orders on $5 million+ projects.
  • Develop, prepare and manage all submittts and required project documentation.
  • Coordinate self-performed and subcontracted work activities with onsite Superintendent.
  • Spearhead site health and safety on projects with the support of the safety team.
  • Perform weekly safety audits.
  • Manage the critical path schedule CPM daily.
  • Oversee the procurement and acquisition of materials, ensuring quality control of deliverables to projects.
  • Maintain live tracking, forecasting, and reporting of job costs.
  • Prepare and update project schedules.
  • Lead all finances and schedule meetings throughout the duration of projects within the scope of supervision.
  • Code and track receipts for daily job expenses.
  • Generate bi-monthly cost-to-complete reports (every two weeks).
  • Conduct internal financial and progress reviews of budget and schedule.
  • Provide oversight of purchases and approvals.
  • Provide project management support for multiple projects running concurrently.
  • Lead a team of project engineers and superintendents to safely execute a range of marine construction projects.
  • Sign up and attend on-site visits.
  • Develop and implement process improvements to maintain a competitive edge in the market.
  • Stay engaged with client relations and development.
  • Responsible for identifying opportunities on bid sites and via relationship leads.
  • Prepare bid/no bid recommendations for management's final review and decision-making.
  • Review plans and specifications to complete comprehensive quantity take-offs.
  • Identify associated costs, such as labor, materials, subcontractors, and equipment.
  • Collaborate with Operations and Business Managers to acquire estimates for durations, crew sizes, and equipment requirements.
  • Identify and communicate project-specific risks effectively.
  • Responsible for preparation, managing all parties, and leading bid reviews as an active.
  • Determine suitable means and methods for project execution.
  • Review all contracts as assigned.
  • Collaborate with the legal team to navigate the contracting process.
  • Lead the submittal process and the documentation reporting required by the owner, various authorities, including but not limited to USCG, DOE, EPA, and other relevant state and local agencies.
  • Negotiate and finalize subcontracts as necessary for all projects under consideration as assigned.
  • Facilitate the transition of estimates into project budgets.
  • Develop the Critical Path Method (CPM) schedule.
  • Prepare all change order negotiation materials.
