About The Position

The Project Manager provides project management for Capital Improvement Plan (CIP) projects, acting as the City’s representative in delivering these projects from authorization to final completion. The goal is to ensure projects are delivered in a timely and cost-effective manner, achieving their objectives. This role involves managing consultants and contractors, assisting in the development of project scopes, budgets, and schedules, drafting specifications for bid documents, reviewing plans, and evaluating cost estimates and proposals. Collaboration with senior management, consulting engineers, and end-users is crucial for gathering project requirements, establishing goals, and monitoring delivery. The Engineer role involves directing and training subordinate engineering staff, providing general civil engineering support, and acting as the City’s representative in reviewing proposed and planning for future infrastructure needs. This includes reviewing plans for public or private buildings, roads, and utility infrastructure, and utilizing engineering and asset management principles for future planning. Project management and coordination of projects encompass assisting in scoping, obtaining proposals, contract negotiations, developing plans, quality assurance, reviewing construction plans and specifications, negotiating amendments, tracking schedules, managing costs, reviewing pay estimates and change orders, and obtaining as-built documents. Ensuring work complies with contract plans, specifications, and City codes is paramount.

Requirements

  • Bachelor's Degree from an accredited college or institution in Engineering, Architecture, Construction Management, or a related field.
  • Three years of experience in a professional level related role.
  • Project Management Professional (PMP) certification.
  • Valid State of Texas Driver’s License with acceptable driving record (must obtain TX driver’s license within 90 days).
  • OR An equivalent combination of education, experience, certification and/or licenses sufficient to successfully perform the essential functions of the job.
  • Bachelor's Degree from an accredited college or institution in Engineering, or a related field.
  • Professional Engineer (PE) License.
  • Three years of experience in a professional level civil engineering or project management role.
  • Valid driver’s license with an acceptable driving record (must obtain TX driver’s license within 90 days).
  • OR An equivalent combination of education, experience, certification and/or licenses sufficient to successfully perform the essential functions of the job.
  • Knowledge of engineering practices and principles, construction techniques, and governmental agency’s codes and regulations.
  • Knowledge of building design; surveying; map and plan reading; project management; and contract administration.
  • Knowledge of computers and project management software programs.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to negotiate contract change orders.
  • Effective public relations and customer service skills.
  • Ability to plan, organize, assign, and coordinate the activities of the division.
  • Ability to analyze information, develop courses of action, and make recommendations.
  • Ability to get along appropriately with co-workers and the public.

Responsibilities

  • Project Initiation: Research and provide project documents during the planning phase, develop initial project scope documents and requirements with end users, and create a rough order of magnitude budget and schedule. Prepare RFQs, review design proposals and contracts, and ensure compliance with City codes, regulations, and ordinances.
  • Project Planning: Ensure project plans and specifications meet requirements, resolve project conflicts, prepare cost estimates, negotiate contracts and amendments, and develop project schedules. Provide coordination between City, consultants, and contractors. Participate in the planning and construction of public infrastructure and the development of the City’s Capital Improvement Program.
  • Project Execution: Administer contracts, monitor project progress to maintain scope, schedule, and budget. Review and recommend payment of contractor and consultant invoices. Participate in A&E Meetings, Pre-Bids, Bid Openings, and Pre-Construction meetings. Process Requests for Information, Submittal reviews, and Cost Proposal requests.
  • Monitoring the Project: Conduct quality assurance during design and construction, including review of project scope and field observations. Oversee contracts related to quality assurance, such as materials testing and equipment commissioning.
  • Stakeholder and Communications Management: Coordinate and communicate with citizens, developers, consultants, and other governmental agencies. Coordinate project plans and utility relocations with private utility companies.
  • Engineer Reviews: Review plans for public and private infrastructure for compliance with standards and regulations. Provide coordination between City, developers, consultants, and contractors. Manage projects through all phases. Coordinate and communicate with stakeholders. Participate in infrastructure planning and CIP development. Coordinate with utility companies.
  • Perform all other related duties as assigned.
