About The Position

Sublatus is seeking an experienced environmental construction Project Manager (PM) with a strong civil earthworks background and landfill construction experience to join their team. The Project Manager will oversee large-scale civil and environmental construction projects from initiation through completion. This includes estimating, permitting and regulatory coordination, subcontractor engagement, budgeting, construction scheduling, and project controls. The PM coordinates internal teams and external partners to deliver safe, timely, and efficient execution, while safeguarding design intent and ensuring work is feasible, manageable, and cost-effective.

Requirements

  • Diploma or Degree in Construction, Building Technology, or Engineering (or similar); an equivalent combination of education and related work experience will be considered.
  • 5+ years of direct construction project management experience, with strong civil earthworks experience; landfill and riparian construction experience is a significant asset.
  • In-depth knowledge of environmental trades, civil construction techniques (earthworks, utilities, grading), and project execution requirements.
  • Working knowledge of civil drawings and specifications, quantity tracking, and field QA/QC requirements (testing, compaction, inspections, and documentation).
  • Strong leadership skills with proven ability to plan, delegate, and drive performance across project teams and contractors.
  • Demonstrated success delivering projects using sound project management methods while managing multiple and competing priorities.
  • Strong safety mindset with knowledge of effective construction safety and productivity practices.
  • Strong team-building skills with the ability to develop high-performing, collaborative teams.
  • Working knowledge of contracts, including managing contractors under contract terms, change management, and cost control.
  • Strong communication and stakeholder management skills, including meeting facilitation, relationship building, and issue resolution.
  • Experience working with Indigenous groups or partnerships is a strong asset.
  • Valid driver’s license and proficiency in Microsoft Office (Excel, Word, etc.).

Responsibilities

  • Lead project start-up, including permitting, regulatory requirements, and coordinating the construction management process.
  • Prepare and manage estimates for new pursuits, project budgets, schedules, progress reporting, and monthly project updates.
  • Establish and manage Project Charters that define goals, objectives, risks, assumptions, staffing levels, roles and responsibilities, work breakdown structures, milestones, and deliverables.
  • Complete feasibility work including cost-benefit analysis, risk assessment, and ROI calculations to support go-forward decisions.
  • Plan and manage timelines, milestones, and deliverables using appropriate project management tools and methodologies.
  • Allocate resources, schedule tasks, document progress, manage budgets, and maintain project controls for tracking and stakeholder reporting.
  • Lead project teams and third-party resources including consultants, contractors, and specialists to deliver work to specification.
  • Facilitate stakeholder meetings, capture feedback, and incorporate input into project plans and execution.
  • Finalize sub-trade contracts and agreements, resolve contractual issues, manage dependencies, and create contingency plans to address risks and conflicts.
  • Manage completion requests and project close-outs, conduct post-project reviews, and ensure delivery aligns with design, budget, and schedule.
  • For civil/earthworks scopes, coordinate grading plans, haul plans, survey/layout, testing and compaction requirements, and as-built documentation.
  • For landfill construction scopes, manage key components such as cell construction, liner/containment systems, leachate and stormwater infrastructure, and QA/QC documentation (as applicable to the project).
  • Familiarize the project team with the terms of the project contract (Contract with Owner) and proposal obligations.
  • Maintain rapport with clients through clear, timely communication.
  • Interpret and apply company policies and project requirements as required.
  • Maintain accurate project files and documentation to support project execution and close-out.
  • Review civil drawings and specifications, coordinate design clarifications with consultants, and ensure field execution aligns with issued-for-construction documents.
  • Conduct site visits away from the office and compile detailed estimate takeoffs, as required.
  • Manage trade contractor site meetings, RFIs, invoices, and the project document control process.
  • Verify the accuracy of change orders and ensure change orders are approved and signed by the client.
  • Serve as the primary liaison with site superintendents and sub-trades to support timely issue resolution.
  • Coordinate Site Superintendent and project workforce needs with the General Superintendent.
  • Interface with client representatives, architect or consultant representatives, subcontractors, security, and other stakeholders as required.
  • Verify quantities and installed work in the field, including earthworks progress tracking, installed utilities, and civil infrastructure as applicable.
  • Observe Work Safe Practices and ensure they are being followed during site visits and address concerns with site leadership.
  • Integrate safety into planning and execution by participating in pre-job meetings, hazard assessments, and ensuring safe work procedures are in place for civil/earthworks activities.
  • Identify suitable service offerings for clients and provide recommendations and support to the Sales team on bid summaries and proposals.
  • Support pursuit work on civil/environmental opportunities by contributing to scope definition, assumptions, risk registers, and constructability considerations.
