About The Position

Abacus Technology is seeking a Project Manager to lead projects and provide direction for tasks related to data management and artificial intelligence for the NASA Enterprise Multimedia and Integrated Technical Services (eMITS) program. This is a full-time position. The role involves providing comprehensive programmatic, strategic, and technical support to key data and AI leadership within NASA, including the Chief Data Officer (CDO) and Chief Artificial Intelligence Officer (CAIO). The Project Manager will be instrumental in developing and implementing data and AI policies, governance standards, and risk management methodologies, ensuring compliance with federal requirements and NASA's strategic goals. This position requires a strong understanding of AI and data governance frameworks, project management principles, and the ability to collaborate effectively with diverse stakeholders.

Requirements

8+ years experience in project management including data governance and management.
Bachelor’s degree in Data Science, Information Management, Business Administration, or a related field.
Provide expert strategic vision and management services informed by industry best practices to guide efficient and effective data management and AI adoption.
Knowledge of AI and data governance and risk frameworks.
Able to provide IT clarification as it relates to AI.
Proficient with MS 365, SharePoint, Project, and Box.
Must have strong problem-solving skills, attention to detail, communication skills, and be able to collaborate within a team and with stakeholders.
Able to work independently and manage multiple projects simultaneously.
Must be a US citizen.

Nice To Haves

Certifications such as Certified Data Management Professional (CDMP) or ITIL desired.
Experience with Jira, Microsoft Purview, Collibra, and/or Informatica desired.
Experience with strategic management desired.

Responsibilities

Provide comprehensive programmatic, strategic, and technical support to the Chief Data Officer (CDO), Chief Artificial Intelligence Officer (CAIO), and broader CDAIO teams.
Lead development, coordination, and implementation of data and AI policies, including governance standards, metadata and classification frameworks, interoperability models, and compliance enforcement mechanisms.
Conduct policy gap assessments, manage exception processes, monitor compliance, and support consensus-building across NASA centers and external partners.
Develop and maintain AI risk assessment methodologies aligned with NIST AI RMF, including bias testing, safety validation, and ongoing performance monitoring for deployed models.
Identify risks, create risk statements, mitigation plans, and impact analyses.
Facilitate inter-organizational planning and coordination to meet federal requirements and support NASA’s Data Strategy, Data Action Plan goals, and enterprise milestones.
Provide project and program management support aligned with IT, data, and AI domain knowledge, applying cost/schedule/performance metrics.
Develop and coordinate training materials, briefings, and workforce development strategies to improve NASA-wide proficiency in AI and data competencies.
Assess workforce skill gaps and produce tailored curricula and career progression maps for data/AI roles.
Implement enterprise-level data management practices such as ontologies, taxonomies, knowledge graphs, metadata standards, and interoperability frameworks.
Promote responsible, ethical, secure, and transparent adoption of AI capabilities.
Facilitate and support agency-wide boards, working groups, and governance bodies such as ITSB, EDWG, AISB, and AISWG.
Provide strategic advisory, content development, governance support, communications coordination, and continuous service improvement across CDAIO initiatives.
