About The Position

This contract provides planning, design, construction, and initial outfitting & transition (IO&T) management support services for the Defense Health Agency (DHA) Facilities Enterprise (FE) in Falls Church, VA. The role involves supporting Military Construction (MILCON) Projects, Unspecified Minor Military Construction (UMMC) Projects, Uniform Services University (USU) Design, and various special project management tasks. The primary objective is to support a project management team in overseeing the planning, design, construction, and IO&T of military medical facilities within DHA’s area of responsibility. This includes providing medical constructability technical support, monitoring work quality, and ensuring adherence to contracts, guidelines, standards, and codes. The position requires advising the DHA Officer-in-Charge (OIC)/Program Manager (PgM) or designated government representatives on coordination and issue resolution among various stakeholders, including local medical command staff, construction agencies (NAVFAC, USACE), installation staff, architects/engineers, and contractors. The role also involves providing technical advice, constructability support, and liaison oversight during construction, transition, commissioning, and turnover phases.

Requirements

10+ years of experience in DoW healthcare planning/design/construction/IO&T initiatives working with NAVFAC and/or USACE on medical projects.
Demonstrate experience in medical facility planning/design, master planning, project management, transition management, and health facility technical and clinical reviews.
Health facility criteria/standards experience is required.
Performed a variety of capabilities in support of the project delivery lifecycle as it pertains to design, construction, and activation of a hospital.
Provided technical assistance in medical planning, design, construction, and IO&T equipment planning and execution for DoW agencies.
Experience with designing and implementing systems and processes for oversight with designated medical construction projects.
Experience with DHA and NAVFAC MFPO support activities in directing all aspects of the final activation activities.
Must be a current citizen of the United States of America.
Current experience and technical knowledge of methods and procedures affecting Department of War medical facility engineering and construction including applicability of laws, regulations, methods, procedures, and policies.
Demonstrated ability to apply Project Management principles, tools and techniques recognized by the industry.
Extensive knowledge of, and experience in, medical engineering and construction.
Knowledge of general principles of architecture, engineering, design, and construction of medical facility building system components and their inter-relationships.
Experienced in interpretation of government, industry, and accreditation standards and criteria including space planning, life safety, anti-terrorism, indoor air quality, patient privacy, sustainability, and others related to healthcare, medical academic and medical research facilities.
Current experience and knowledge of total building commissioning, U.S. building codes and standards, DoW Regulations, The Joint Commission (TJC), National Fire Protection Agency (NFPA), Occupational Safety and Health (OSHA), American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE), Americans with Disabilities Act (ADA)/Architectural Barriers Act (ABA), and other regulatory and medical standards.
Knowledge of DoW policies and procedures including contracting functions, NAVFAC QA process, and risk management.
Experienced in use of computer programs and tools that speed and improve project execution including data and documentation use and management, to include drawings, specifications, schedules, and estimates.
Advanced experience in use of CADD.
Working knowledge of the Microsoft Office Project, Word, PowerPoint, Access, Excel, and Outlook.
Excellent oral and written communication and presentation skills.
Strong interpersonal skills to work effectively with project stakeholders.
Experience with reviewing and interpreting basic engineering deliverables such as drawings, specifications, engineering calculations, RFIs, etc.

Responsibilities

Provide support as part of a project management team overseeing planning, design, construction, and IO&T of military medical facilities.
Provide medical constructability technical support and monitor the quality of work performed.
Ensure construction agencies provide DHA with complete and functional infrastructure adhering to contracts, guidelines, standards, and codes.
Advise DHA OIC/PgM or designated government representatives on coordination of project actions and resolution of issues between stakeholders.
Provide general and medical-specific technical advice and constructability support.
Provide liaison oversight and assistance to medical facility staff during construction, transition, commissioning, turnover, and decommissioning.
Prepare recurring ad hoc reports and briefings, and provide information papers and executive summaries.
Perform quality assurance for reports and briefings.
Facilitate management interface for user meetings, provide VIP project tours, and address site-specific issues.
Review design and specifications for building and facility operational/functional systems.
Review and provide comments on contractor submittals, schedules, and other project-related documentation.
Review and coordinate responses to user-requested engineering change proposals (ECPs), validating them against design intent.
Review RFIs and construction contract modifications for potential impacts on medical functionality and design intent.
Coordinate with DHA Transition Coordinators to ensure engineering changes are reflected in transition processes.
Coordinate engineering support reviews for specialized medical equipment.
Participate in user-representative oversight of the NAVFAC QA/QC program.
Maintain situational awareness and assist with NAVFAC QA/QC procedures, requirements, standards, and practices.
Assist in reviewing Value Engineering (VE) proposals.
Coordinate with NAVFAC MFPO IT Planning support, Transition Manager, and installation IT personnel on IM/IT/Low Voltage System design.
Provide technical engineering advice on unique medical systems, applications, and functions.
Identify and track construction engineering specific issues and ensure their resolution.
Assist DHA PgM or designated government representative(s) in developing and processing project-related ECPs.
Participate in the coordination and implementation of the commissioning plan.
Participate in Red Zone meetings and the building acceptance process, including punch-out inspections.
Coordinate with staff to ensure O&M training, manuals, warranties, and As-Built drawings are delivered.
Assist in coordination and conduct of inspections, tests, verifications, and certifications.
Participate in meetings and teleconferences and coordinate associated actions.
Provide recurring project-related reports, presentations, and documentation.
Coordinate schedules and report progress weekly.
Provide proposed response recommendations and review comments.
Assist in the development of maintenance plans for post-occupancy sustainment.
Review facility systems O&M training plans.
Represent DHA in project planning and design review efforts.
Assist in facilitating and documenting reviews with end users, providers, and consultants.
Provide input to and refinement of programming documents, business planning consultation, and refinement of previous initiatives.
Gather and analyze projected workload requirements to provide recommendations on staffing, equipment, IT, and space needs.
Evaluate and provide recommendations on Engineering Change Proposals (ECPs) regarding budget and schedule impacts.
Check submittals and construction RFIs for completeness, maintainability, and impact on Design Intent and Total Building Commissioning (TBCx).
Provide proposed response recommendations and review comments for submittals and RFIs.
Assist in the development and support of an Integrated Delivery Schedule.
Assist with space planning, space utilization, equipment and furniture procurement coordination, operating procedures, interior design, move planning, and budgeting for designated projects.
Support utilization of DoW’s Space and Equipment Planning System (SEPS).
Ensure tasks are completed according to approved costs, qualities, schedules, and guidelines.
Assist and support IO&T contractors/vendors in operational planning development, phase planning, signage/wayfinding, move sequence planning, preparation and setup, staff and patient move guides, regulatory requirement planning, preparation of teaching plans, relocation execution, detailed initial outfitting and move planning, education & training, workshop planning and implementation, transition budget tracking, and development of work and relocation plans and schedules.
Monitor equipment installation, including planning, integration of logistics, personnel staffing, training, and operational support services for deployment of initial supplies, medical equipment, materials, and associated personnel.
Directly support the DHA Lead Medical Equipment Specialist regarding IO&T efforts.
Assist with individual project Planning and Execution, including Design Intent development, design and submittal reviews, ECP and RFI reviews, transition processes, and post-occupancy evaluations/commissioning.
Assist the facility user in developing maintenance plans for post-occupancy sustainment.
Ensure close out completion of MILCONs by receiving all information from Agent, Construction Contractor, and DOR for historical archiving.
