About The Position

The Project Management Analyst (PMA) supports the effective administration, coordination, and performance of Social Security Administration’s Ticket to Work program. The PMA leads key project management tasks and supports data activities, and reporting. The role requires strong analytical, writing, coordination, reporting, and stakeholder management skills, as well as the ability to work closely with key government clients, program partners, and internal project leadership.

Requirements

  • Bachelor’s degree and two years of relevant experience, or Master’s degree
  • Ability to work in Rockville office at least 4 days per week is required.
  • Position will require the ability to obtain Level 5 suitability screening (Public Trust Position – Positions) with SSA (including fingerprinting).

Nice To Haves

  • Bachelor’s degree in business administration, public administration, project management, data analytics, or a related field, with 3 years of experience strongly preferred.
  • Experience supporting large-scale service delivery projects is strongly preferred.
  • Demonstrated experience coordinating cross-functional stakeholders and facilitating meetings.
  • Experience supporting data analysis, reporting, or management information systems in a regulated or compliance-driven environment.
  • Strong written communication skills, including experience contributing to formal reports for government clients.

Responsibilities

  • Serve as a primary coordination lead for regular and ad hoc meetings with clients, partners and internal Abt staff, ensuring timely preparation, documentation, and follow-up.
  • Coordinate operational activities with SSA and partners, including Employment Networks (ENs), State VR Agencies, and other contractors.
  • Develop, document, and maintain procedures for cross-contractor coordination, including data exchanges, system access coordination, and process alignment.
  • Identify and escalate communications or process breakdowns to the CORs when resolution cannot be achieved at the operational level.
  • Attend and contribute to internal and client meetings, ensuring action items, risks, and dependencies are tracked and resolved.
  • Lead operational support for dispute resolution activities in consultation with and subject to approval of client.
  • Investigate and support resolution of complaints from beneficiaries, service provider agencies, and other Ticket Program stakeholders in accordance with approved procedures.
  • Coordinate with various agencies as required to support efficient and compliant dispute resolution.
  • Prepare complete dispute case documentation, including facts, evidence, findings, conclusions, and recommendations for SSA review.
  • Track, maintain, and manage comprehensive and auditable records of all dispute resolution activities.
  • Provide summaries of dispute resolution actions, trends, and outcomes for inclusion in Monthly Contract Progress Reports.
  • Support collection, validation, and analysis of program data related to Ticket Program operations, including Ticket assignments, EN activity, payments, outreach, training, QA, and dispute resolution.
  • Assist with identifying trends, issues, and risk indicators in operational and administrative data and support development of recommendations for SSA.
  • Utilize SSA-provided Ticket Program systems, data files, and databases in alignment with system access protocols.
  • Support preparation of Monthly Contract Progress Reports, Annual Contract Reports, recurring management information reports, and ad hoc reports, including: Drafting narrative sections related to coordination, disputes, risks, and performance status, Contributing data tables, charts, summaries, and analysis as requested, Supporting quality assurance and version control prior to submission to SSA.
  • Assist in tracking deadlines and ensuring reports are delivered within 30 calendar days following the end of the reporting period.
