The Project Management Advisor (PMA) facilitates required state-level coordination for review and approval processes and is responsible for identifying, managing, and resolving enterprise-level risks and issues. The PMA regularly analyzes, assesses, and reports on IT projects and programs in an assigned portfolio, applying the Enterprise Project Management Office’s Quality Management System and industry best practices to ensure work follows standards established by the State Chief Information Officer. Working with agency PMOs, portfolio managers, and IT project and program managers, the PMA promotes consistency and transparency in managing project risks and changes to scope, schedule, or budget. The role also supports statewide IT procurement, enterprise architecture and security requirements, project management practices, and the establishment of IT projects and programs that meet quality assurance standards. The Enterprise Project Management Office provides oversight and governance, helps resolve project issues, risks, and roadblocks, and provides early warnings when projects may fail. It also trains, coaches, advises, and mentors agency IT program and project managers, and assists agencies with IT portfolio management for programs, projects, investments, plans, and budgets. The position is designated Statutory Exempt (EHRA) and is exempt from the State Human Resources Act. It may be eligible for hybrid remote work under state and agency policy, but requires weekly onsite work. Telework arrangements may be ended at the employer’s discretion. Applicants are limited to current North Carolina state government or UNC System employees, and former employees with unexpired RIF priority re-employment rights; current temporary employees in those systems will also be considered.
