About The Position

This role supports Constellation organizations in monitoring and controlling project budgets, forecasts, and expenditures. The analyst will develop project checkbooks and analyze current and future expenditures to ensure financial accuracy and adherence to project goals.

Requirements

  • Bachelor's degree and 5-years of related experience OR Associate's degree with 7 years of related experience OR High school diploma/GED with 9 years of related experience
  • Experience in financial budgeting, cost and/or project estimating experience in related industry.
  • PMP Certification (within 18 months of starting position)
  • Maintain minimum access requirement or unescorted access requirements, as applicable.
  • Favorable medical examination and/or testing in accordance with position duties.

Nice To Haves

  • Master of Business Administration (MBA) and /or Certified Public Accountant (CPA) or Project Management Professional (PMP)
  • Expertise in PeopleSoft and Hyperion financial systems

Responsibilities

  • Prepare project checkbooks reflecting monthly and yearly budgets, forecasts of future spend, and actual monthly expenditures.
  • Process approved Project Change Requests (PCRs) to update budgets in the project checkbook tool, which is updated monthly and used for financial debriefs.
  • Routinely review and analyze assigned checkbooks to identify missing or incomplete project data, including authorization history, milestone dates, Form 4s, contract and requisition numbers, and risk and opportunities sheets.
  • Perform ad-hoc analysis and special projects relevant to financial controls, such as focused area assessments, benchmarking studies, business plan initiatives, and procedure revisions.
  • Assist project managers in preparing, updating, and analyzing project checkbooks, including forecasts, actual costs, and budgets, by considering previous month expenditures and accruals/CPAs.
  • Identify challenges to the current year or overall project budget and develop project risks and opportunities for the project yearly budget as part of the forecast.
  • Perform detailed analysis of real-time monthly project expenditures to ensure costs are properly coded and identify project fiscal discrepancies.
  • Assist project managers with the resolution of discrepancies through communication with appropriate vendors or departments.
  • Assist the project manager in the development of PCR and Nuclear Strategic Authorization Committee (NSAC) financial presentations, monthly project reports, and Chief Nuclear Officer (CNO) bi-monthly project reviews.
  • Provide project managers with financial guidance to ensure adherence to Constellation accounting practices.
  • Coordinate the review of project post-implementation appraisals (PIAs) with project managers, compile and trend the results to improve understanding of project successes and failures, and communicate the results annually to the project management peer group.
  • Perform other job assignments and/or duties as directed by management, including potential emergency response duties.
