About The Position

The Project Engineer (Planning) is responsible for managing planning projects and providing technical support to the activities related to the District’s planning and capital improvement programs (CIP) function. The District’s Planning/CIP function leads the water and wastewater systems master planning and capital program portfolio development (identify, define and implement capital projects), communicates and collaborates with Member Cities, Customers and other agencies to plan future needs, and provides technical support to engineering and operations departments on capital projects and system operations.

Requirements

  • Degree in Civil, Environmental, Mechanical, Electrical Engineering, or other related engineering field received from an accredited college or university.
  • Possession of a Professional Engineering registration for a minimum of two years or a minimum of 6 years progressive experience in project management of water and wastewater infrastructure.
  • Possession of a Texas Professional Engineer (PE) license, or current licensure as a Professional Engineer in another state and the ability to obtain Texas PE licensure within six (6) months from the date of hire.
  • Experience in water/wastewater process, treatment, pumping, collection (wastewater), transmission (water) pipeline design and construction; or electrical experience with medium voltage and low voltages systems.
  • Experience utilizing engineering design and project management software.

Responsibilities

  • Assemble and prepare population and demand projections for regional facilities for water, wastewater and solid waste systems.
  • Maintain databases of information on historical flow/tonnage data for the regional water, wastewater and solid waste systems.
  • Perform model analyses for master planning efforts for regional water and wastewater systems and provide recommendations on capital improvements.
  • Manage, develop and review planning studies for request for service in water, wastewater and solid waste systems for groups of cities, single cities, and portions of single cities.
  • Review and process new project nominations and validations for water, wastewater and solid waste systems, create and update cost estimates, and incorporate new projects into the CIP using project management software.
  • Prepare reports for planning status and for updates to the CIP and present findings and recommendations to interested parties.
  • Participate in project design review meetings and construction progress meetings and provide technical support as needed.
  • Provide technical support for Customer contracts development.
  • Perform other relevant water, wastewater and solid waste planning tasks assigned by the supervisor.
