About The Position

Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include roadway project planning, roadway design, technical analysis, maintenance of street signs, transit development, freight mobility, and roadway markings. TPM’s Design & Construction (D&C) unit has professional engineering oversight for geometric design elements of NYC roadways. We draw on expertise and talent of Civil Engineers, Urban Designers, Planners, Asset Managers, Inspectors, Administrators, Analysts, and others to evolve and maintain the curb geometry and street plans for all NYC’s 6300+ miles of roads, create and maintain official pavement marking and concrete island plans, and oversee the application and refurbishment of NYC’s 250+ million linear feet of pavement markings (stripes, messages, colored surface treatments for bus/bike/plaza, etc.). D&C seeks to hire a self-motivated and ambitious Project Engineer to assist in creating safer streets through the development and enhancement of pedestrian facilities and plazas, cycling networks, and transit networks, which aim to reduce preventable injuries and deaths using various design measures such as motor vehicle traffic calming and road diets. The selected candidate will report to the Borough Director of Design and develop Street Improvement Projects (SIPs) with a focus on cycling and micromobility facilities.

Requirements

• Must have filed for Assistant Civil Engineer, Civil Service Exam # 7006. Filing ended on 7/21/2006.
• Proficient in AutoCAD for plan development.
• A baccalaureate degree from an accredited college in civil engineering and one year of full-time satisfactory experience in civil engineering work; or A baccalaureate degree from an accredited college and a Master's degree from an accredited college in civil engineering.
• New hires must reside in NYC for the first two years of employment.

Nice To Haves

• Experience with Civil 3D is preferred.
• Possess a driver's license valid in the state of New York with no restrictions.
• Familiarity with AASHTO, MUTCD, NYC Street Design Manual, and NACTO publications.
• Knowledge of innovative street design techniques and developing plans that improve safety, transit, walking, and bicycling is desirable.

Responsibilities

• Conducting field investigations and site measurements.
• Developing street designs using AutoCAD and/or Civil 3D design software.
• Collaborating with project stakeholders to advance projects from concept development through design and implementation.
• Reviews of Capital Street design proposals and plans.
• Leading design meetings.
• Presenting recommendations to stakeholders.
• Acting as the Agency Response Tracking System (ARTS) and 311 coordinators for the Borough, managing the evaluation and response of cycling and micromobility-related requests, including communications with the Borough Commissioner and other stakeholders.
• Oversight of the borough markings after pavement resurfacing locations, including assignment, prioritization, and resource allocation to ensure timely installation of markings.
• Working collaboratively and inclusively, seeking to cultivate continued professional development, foster a strong team, clearly and effectively communicate both verbally and through written policies, reports, and correspondence with all stakeholders.
• Complying with all agency safety policies and procedures, contributing to a safe work environment, and ensuring that required safety equipment and personal protective gear are always used appropriately.
