About The Position

Fort Bend County is seeking a Project Coordinator for its Community Development department. This role involves evaluating proposals for Community Development Block Grant, HOME Investment Partnerships Grants, and Emergency Solutions Grants programs. The coordinator will participate in meetings for capital improvement projects, conduct site visits and project monitoring, and perform housing unit inspections. Responsibilities also include reviewing and approving invoices, tracking budget expenditures, setting up and maintaining projects in HUD's IDIS system, and preparing various reports. The position also requires participation in emergency management activities during local states of disaster. Requirements

  • High School Diploma/GED with some college.
  • 5 years job experience in project and program coordination for a governmental agency.
  • Strong computer skills.
  • Organizational skills.
  • Ability to complete assigned projects in a timely manner.
  • Verbal and written communication skills.
  • Interpersonal skills and ability to deal effectively with the public and other employees.
  • Working knowledge of CDBG, HOME ADDI and ESG Programs.
  • Knowledge of Davis-Bacon Related Acts and Environmental Review Procedures.

Nice To Haves

  • College degree preferred.
  • Engineering experience preferred.
  • Construction background or understanding of construction terminology preferred.

Responsibilities

  • Evaluates proposals from applicants interested in receiving Community Development Block Grant, HOME Investment Partnerships Grants and Emergency Solutions Grants programs.
  • Participates in pre-bid and pre-construction meetings for capital improvement projects with cities, engineers and contractors to present labor standards, equal opportunity, fair housing, minority business and other programmatic requirements.
  • Regularly performs site visits and monitors capital improvement projects for completeness and interviews contractor and employees to maintain compliance with U.S. Department of Labor (DOL) or HUD requirements.
  • Performs monitoring visits and technical assistance visits to social service agencies; reviews all client information submitted by social service agencies.
  • Conducts housing unit inspections for affordable housing programs to determine eligibility to ensure unit conforms to Fort Bend County’s Housing Quality Standards.
  • Reviews and approves invoices submitting for projects, capital improvement, social services and affordable housing reimbursement.
  • Track and monitor budget expenditures of approximately $12 million.
  • Set up and maintain all projects in HUD’s Integrated Disbursement and Information System (IDIS).
  • Prepares various monthly, quarterly, semi-annual and annual reports.
  • Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.
