About The Position

We are seeking an experienced Project Controls Manager to join the QC Servion Program Management Office (PgMO), supporting cost management, schedule performance, forecasting, and project controls across the QC Ecosystem's data center, infrastructure, utility, and mission-critical development programs. This role serves as a shared resource supporting multiple entities across the QC Ecosystem, helping project and program teams maintain visibility into schedule performance, budget status, forecasted outcomes, risks, and overall program health. The Project Controls Manager partners closely with Program Managers, Cost Estimators, project teams, and leadership to ensure programs are built on reliable data, realistic forecasts, and disciplined controls processes. Success in this role requires the ability to connect cost, schedule, risk, and execution data into meaningful insights that support proactive decision-making and successful project delivery. This is not simply a scheduling role. It is a project controls role focused on helping teams understand where projects stand today, where they are likely headed tomorrow, and what actions should be taken to improve outcomes.

Requirements

  • Bachelor's degree in Engineering, Construction Management, Project Controls, Business, or a related field preferred.
  • 5–10+ years of experience in project controls, project scheduling, cost engineering, construction controls, program controls, or capital project delivery.
  • Experience supporting data center, infrastructure, utility, energy, industrial, mission-critical, or large-scale capital construction programs.
  • Strong understanding of project scheduling, cost forecasting, performance measurement, change management, risk management, and program reporting.
  • Experience developing, maintaining, and analyzing project schedules and performance metrics.
  • Working knowledge of Earned Value Management (EVM), including CPI, SPI, EAC, and variance analysis.
  • Experience with Primavera P6, Microsoft Project, project controls platforms, and cost forecasting tools.
  • Ability to develop forecasts, identify trends, and proactively communicate risks and potential project impacts.
  • Strong analytical skills with the ability to translate complex project data into actionable recommendations.
  • Excellent communication and stakeholder management skills.
  • Ability to work effectively across multiple projects, teams, and business units.
  • Ability to operate in a fast-paced environment while maintaining accuracy and attention to detail.

Nice To Haves

  • Experience with quantitative risk analysis and contingency planning.
  • Familiarity with schedule quality assessments and DCMA scheduling principles.
  • PMI-SP, PSP, CCP, EVP, PMP, or similar certifications.

Responsibilities

  • Develop, maintain, and analyze project and program schedules across multiple workstreams.
  • Ensure schedules accurately reflect scope, milestones, dependencies, procurement activities, and delivery commitments.
  • Monitor schedule performance and identify potential delays, risks, and impacts.
  • Partner with project teams to understand schedule drivers and recovery opportunities.
  • Support phase-gate reviews, readiness assessments, and project mobilization activities.
  • Apply schedule health checks and quality reviews to improve schedule reliability and forecasting accuracy.
  • Support budget tracking, forecasting, and performance measurement activities.
  • Monitor cost performance and identify variances against approved budgets and forecasts.
  • Develop forecast-at-completion projections and provide visibility into potential budget outcomes.
  • Partner with Cost Estimators and Program Managers to evaluate financial impacts associated with project changes.
  • Support monthly forecasting and project performance reviews.
  • Partner with Program Managers to maintain risk registers and support risk management processes.
  • Track project risks, assumptions, issues, and dependencies across programs.
  • Support risk assessments and mitigation planning activities.
  • Maintain change logs and ensure approved changes are incorporated into schedule and cost forecasts.
  • Provide visibility into emerging risks that may impact project performance.
  • Develop and maintain dashboards, reports, and performance metrics that provide visibility into project and program health.
  • Consolidate schedule, cost, risk, and performance data from multiple sources into actionable reporting.
  • Produce weekly, monthly, and executive-level reporting packages.
  • Support governance reviews and leadership presentations with accurate performance data and forecasting.
  • Translate complex project data into meaningful insights and recommendations.
  • Maintain project controls processes, reporting standards, and performance measurement practices.
  • Ensure consistency, accuracy, and integrity of schedule, cost, and forecasting data.
  • Support development and maintenance of project baselines.
  • Coordinate with project teams and stakeholders to ensure reporting inputs remain current and reliable.
  • Help establish a single source of truth for project and program performance information.
  • Partner with Program Managers, Cost Estimators, project teams, and operational stakeholders across the QC Ecosystem.
  • Support project planning sessions, execution reviews, and program governance activities.
  • Facilitate communication between stakeholders regarding schedule performance, forecasting, and program risks.
  • Assist leadership in understanding key program trends, risks, and performance indicators.
