About The Position

The Project Controls Manager will be responsible for overseeing project controls functions including cost management, change management, risk management, and executive reporting. This role involves supporting execution teams, managing junior staff, and ensuring consistent application of project management methodologies. The ideal candidate will have strong experience in construction project controls, financial acumen, and leadership skills.

  • Bachelor's degree in Engineering, Project Management, or a related field.
  • 8+ of progressive experience in project controls or project management
  • Must have +8 years of experience in the NORAM Region with a strong understanding and experience of Project Controls in a Construction environment
  • Fluency in English language (French is a plus) and the ability to draft and negotiate in them
  • Experience working with Design-Build (EP, or EPC) contractors and contracts

  • PMP certification or equivalent preferred.
  • General understanding of water treatment technologies and customer industries and operations.

Responsibilities

  • Oversee budget development, cost tracking, variance analysis forecasting, and Earned Value Management (EVM) reporting.
  • Evaluate change orders, assess the impact of scope changes on cost and time, and maintain change logs to protect the company from financial exposure.
  • Facilitate risk identification, quantify potential impacts, develop mitigation strategies, and manage contingency funds.
  • Generate detailed performance dashboards and reports to update internal stakeholders, executives, and clients on project health.
  • Supervise, mentor, and train junior staff, including Project Coordinators and Cost Engineers.
  • Support the execution teams through risk analysis, support financially and operationally, and build risk management capabilities while driving change.
  • Provide negotiations preparation and support to the Project Management and other execution teams.
  • Ensure consistent application of project management methodologies across assigned projects.
  • Oversee the development and maintenance of detailed project schedules, resource allocation, and critical path analysis for assigned projects.
  • Establish and monitor project budgets, track expenditures, identify cost-saving opportunities, and manage cost variances for assigned projects.
  • Advise execution Project Managers on complex contracts.
  • Implement and utilize EVM principles to accurately measure project performance and progress.
  • Prepare and deliver regular, comprehensive project status reports, including key performance indicators (KPIs) and variance analysis, to project stakeholders and senior leadership.
  • Manage changes to project scope, schedule, or budget, ensuring they are effectively documented, approved, and implemented.
  • Drive continuous improvement in project controls processes and tools within the area of responsibility.
