About The Position

Parsons is seeking a talented Project Controls Manager to work on a premier Infrastructure project. This role is crucial for the Gateway Program, the most urgent infrastructure program in the country, focusing on rail investments to improve commuter and intercity services, enhance resiliency, and create new capacity between Newark, NJ, and NYC. The Gateway Program includes the Hudson Tunnel Project (HTP), involving the construction of a new two-track tunnel under the Hudson River and the rehabilitation of the existing North River Tunnel. As a tri-venture partner with Parsons, Arcadis, and Mace (MPA), the Delivery Partners (DP) will provide advisory, leadership, and support to the Gateway Development Commission (GDC) for the development and implementation of HTP. This is a 15-year contract encompassing strategic advisory services, project management, design management, construction management, stakeholder coordination, federal compliance, operations support, office administration, and related services.

Requirements

  • Requires basic engineering knowledge in electrical, mechanical, civil, or a related field.
  • Proficient PC skills including proficiency in various Project Controls Software and Microsoft Office Suite.
  • Proven ability to perform in a supervisory capacity.
  • Thorough knowledge of industry practices is required.
  • Bachelor's degree in Engineering or Construction Management (or related field).
  • 15-20+ years of related experience, including supervisory/managerial experience.
  • Strong cost management and reporting background is required.
  • Must have Design Project Experience.

Responsibilities

  • Develops, manages, and/or executes all phases of the project controls effort, primarily cost management and reporting, typically for large-sized projects.
  • Utilizes extensive knowledge of project controls activities and experience with various project types and clients.
  • Leads cost management, risk, scheduling, estimating, and reporting functions on a large construction development program, including invoice reviews and cost tracking.
  • Provides guidance, direction, and specialized assistance to resolve complex project control issues.
  • Interfaces with clients, attends meetings, and provides statistical reports.
  • Manages a team of Project Control Engineers/Specialists responsible for analyzing, evaluating, and forecasting project costs and performance against schedules.
  • Assesses the impact of design/construction changes and schedule slippages.
  • Oversees the development and maintenance of a reporting system to show cost plans and schedules, keeping management informed.
  • Recommends and oversees customization of project control reporting systems to meet specific project requirements.
  • Creates statistical/cost reports for management on a recurring or ad hoc basis.
  • May be required to make informal or formal presentations.
  • Performs other responsibilities as appropriate.
