About The Position

Valkyrie Enterprises has an immediate need for a Project Control Analyst in Virginia Beach, VA. They will be key support to our finance department and work all functions of cost and schedule management supporting multiple functional divisions and program managers. The selected candidate will be responsible for earned value management, contract status reporting, customer reporting (CPR, CCDR, CFSR), Cost modeling, and metrics. They will oversee all project control functions, including planning, tracking, analysis, and reporting throughout the project life cycle. Projects can vary in size, complexity, and contract type (e.g., Cost Reimbursable, Firm Fixed Price, Time & Material). This role involves interfacing with various corporate staff, including Operations Managers, Program Managers (PMs), Contracts, Purchasing, Billing, Accounting/Finance, and Human Resources. The analyst will participate in the annual company budget development by forecasting costs per financial period for each project to establish the yearly plan. They will prepare monthly Operational Financials for high-level management meetings and financial reports for program reviews. Coordination with PMs is required for developing Basis of Estimates (BOEs) for proposal pricing after reviewing the Request for Proposal (RFP), and reviewing contract awards to ensure alignment with cost proposals/BOEs. The role also includes assisting with project setup, workforce assignment, and onboarding new employees. The analyst will develop Estimates to Complete (ETCs) and Estimates at Completions (EACs), working closely with PMs to review current project financial status and forecast future performance. Responsibilities include monitoring cost and schedule performance and conducting related analyses, as well as producing financial deliverables for internal and external use on a weekly, bi-weekly, or monthly basis. The role also involves helping to develop and review procedures, processes, and products to identify potential improvements for better customer support and cost/error reduction. Financial support includes funding analysis, monthly expenditure analysis, cost variance analyses, historical financials, tracking current task spending and commitments, burn rates, and forecasting future trends. Monitoring actual costs against budgets is also a key function. The analyst will assist PMs with purchase requests, validate subcontract invoices against purchase orders, and track all subcontract efforts, including monthly reports. Assistance will be provided to PMs with Risk Authorization Requests (RARs), Mod Requests, and Limitation of Funds Notifications (LOFs). Monitoring and managing at-risk and suspense-related costs, analyzing end-of-year Rate Adjustments and their project impact, and participating in contract closeouts and de-obligations are also part of the role.

Requirements

  • Bachelor’s degree preferred in business or related field or 4 years direct experience as a project control analyst in the government contracting industry.
  • Government contracting experience in Firm Fixed Price (FFP), Time and Materials (T&M), and Cost Reimbursable type contracts.
  • Knowledgeable and proficient in the use of CostPoint.
  • Ability to perform multiple tasks concurrently and support multiple PMs.
  • Excellent analytical and problem-solving skills.
  • Excellent customer service attitude, communication skills, and interpersonal skills.
  • Valid US Driver's License.
  • Ability to obtain and maintain a security clearance.

  • Strong background in Excel skills and database management (pivot tables, VLOOKUP formulas and linked forms), preferred.

Responsibilities

  • Coordinate with the PMs in the development of the Basis of Estimates (BOEs) for proposal pricing after reviewing the Request for Proposal (RFP).
  • Review contract award to ensure award matches cost proposal/ BOE.
  • Assist in project setup, assigning the workforce, and adding new employees.
  • Develop Estimates to Complete (ETCs) and Estimates at Completions (EACs).
  • Work closely with PMs to review current project financial status and project future performance.
  • Responsible for monitoring cost and schedule performance and performs related analyses.
  • Produce financial deliverables for both internal and external use (weekly, bi-weekly, or monthly).
  • Help develop and review procedures, process, and products to identify possible improvements to better support customer needs and reduce costs and errors.
  • Provide financial support to include, funding analysis, monthly expenditure analysis, cost variance analyses, historical financials, track current task spending and commitments, burn rates, and forecast future trends.
  • Monitor actual costs against budgets.
  • Assist PMs with all purchase requests, validate subcontract invoices against purchase orders and track all subcontract efforts including monthly reports.
  • Assist PMs with Risk Authorization Request (RARs), Mod Request, and Limitation of Funds Notifications (LOFs).
