About The Position

The Project and Procurement Support (PPS) team operates within NYCEDC's Asset Management (AM) Division and oversees project support, procurement processes, contract management, and financial operations. The PPS Analyst contributes to these functions by managing project documentation, reviewing invoices, facilitating payments, drafting contract documents, supporting procurement, monitoring compliance, and coordinating with Project Managers and internal departments. The Analyst will also support the development and maintenance of data tools, reporting, and process improvements that enhance team efficiency and decision-making. The PPS Analyst performs responsibilities under the guidance of senior team members while developing expertise in NYCEDC’s procurement, contract management, financial, and project support processes.

Requirements

  • Associate degree in a related field; or at least 2 years of relevant professional experience in project support, procurement, financial operations, data analysis, business operations, or a related field.
  • Proficiency in Microsoft Office Suite, including Excel, Word, PowerPoint, Outlook, Teams, and SharePoint; demonstrated ability to learn and adapt to new systems and processes.
  • Demonstrated written and verbal communication skills, with the ability to effectively engage with internal stakeholders and external vendors.
  • Ability to manage assigned workstreams, prioritize competing responsibilities, and meet deadlines while maintaining accuracy.
  • Demonstrated organizational and analytical skills, including the ability to review information for accuracy, identify discrepancies, and flag issues for resolution.
  • Ability to research discrepancies, evaluate available information, identify potential solutions, and seek guidance or escalate matters when appropriate.
  • Experience maintaining accurate project, financial, or operational data across centralized systems, trackers, or databases, including familiarity with basic budgeting principle
  • New York City residency is required within 180 days of hire.

  • Bachelor’s degree in Economics, Finance, Business, Public Administration, Public Policy, Data Analytics, or a related field
  • Experience in public procurement, project management, or financial operations, including familiarity with government processes and grant funding
  • Advanced Microsoft Excel skills (formulas, PivotTables, Power Query); experience developing reports, dashboards, or data tools; familiarity with Power BI or Microsoft Lists

Responsibilities

  • Review and process monthly invoices for accuracy and contract compliance.
  • Coordinate with Project Managers, contractors, consultants, and vendors to facilitate timely payment processing and ensure required documentation and contractual requirements are met.
  • Research invoice and budget discrepancies and coordinate with internal teams to resolve issues in a timely manner.
  • Support the preparation and processing of contracts, amendments, approval letters, change orders, task orders, and procurement activities for services, supplies, tools, and equipment.
  • Maintain accurate project, contract, funding, payment, registration, and compliance information across team systems and trackers; perform periodic reconciliations and data-quality reviews to identify discrepancies and ensure information remains current.
  • Monitor assigned projects and contracts to identify risks, deadlines, funding or compliance issues, and other support needs; escalate matters as appropriate and follow up on outstanding or expiring compliance documentation, including insurance certificates.
  • Attend project meetings as needed and provide updates on payment, funding, contract documentation, procurement, compliance, and other PPS-related matters to support timely follow-through and resolution of outstanding items.
  • Guide Project Managers through NYCEDC and City approval processes and coordinate with internal departments, including Budget, Contracts, Accounting, Legal, and Grants, to resolve issues and advance PPS-related actions.
  • Support the development and maintenance of reports, trackers, data tools, and dashboards used to monitor project, contract, invoice, and funding activity, and identify opportunities to streamline or automate routine processes.
  • Develop and maintain process documentation, reference materials, and standard operating procedures to promote consistency, knowledge sharing, and continuous improvement across the team.
  • Perform other duties as assigned.
