About The Position

This is a mid-level professional Engineering/Project Management position within the Project Management Department in support of ARRC capital projects and administrative programs. The position will assist the Engineering Division with the development of cost estimates for capital projects and programs. It provides oversight on project control elements related to scope, schedule, configuration, and budget, including schedule development, project documentation, configuration management, and progress reporting. The role maintains and enforces the ARRC QA/QC program in compliance with Federal grantor expectations and ARRC project Management procedures and guidelines. It interfaces with the Grants, Finance, Procurement, and Accounting departments as needed to develop and relate project information for their use in the administration of grants. The position assists and/or manages the development of competitive grant proposals and assists the Engineering Division in the overall planning and reporting of capital project progress. It also assists the Director of Project Management in the administration of ARRC Capital programs. The role develops and maintains cost information, guidelines, and formats for use by the Engineering Division in the generation of cost estimates for ARRC planning and contributes to team effort by accomplishing related duties as needed. The position will be required to participate in Incident Command exercises and activities.

Requirements

  • Associates or bachelor’s degree in Construction, Engineering, or related technical field is required.
  • Requires at least 10 years of project management, construction management, estimating, or other relative technical experience related to civil construction.
  • Must possess a valid driver’s license.
  • Demonstrates thorough knowledge of the project design cycle, especially within the federal funding context.
  • Understands and has experience with the development, management, and execution of quality programs.
  • Extensive background in the development of project estimates, budgets, and schedules.
  • Strong persuasive writing capabilities are a requirement.
  • Strong interpersonal skills required for working with other departments within ARRC, and agencies outside ARRC, are required.
  • Develops and maintains processes and controls for quality assurance and control.
  • Develops costs estimating processes and assists others in the development of cost estimates and schedules as required.
  • Works with technical and financial teams in the reporting of project progress.
  • Assists in the application for federal grants by coordinating technical aspects of project proposals and assists in the writing or development of grant proposals as required.
  • Effective and succinct written and verbal communication skills are required for working within the Engineering Division, ARRC and with outside partners where required.

Nice To Haves

  • Experience managing federally funded projects or programs is preferred.
  • Some experience in design and/or management of railroad projects is preferred.

Responsibilities
