About The Position

This role involves conducting complex analyses and providing support to assigned operational program areas. The primary focus is to lead, direct, and coordinate the identification, prioritization, planning, programming, and project development oversight for district operations' transportation projects. The position also entails providing resource management oversight for workload, manpower, and contract/consultant requirements for defined operations and operations-maintenance programs. Additionally, it involves developing and managing appropriate project performance metrics in consultation with district operations anchors, and serving as a liaison to the District Planning and Investment Manager and the Operations Division ITS Project Development.

Knowledge of the programming development and management process including pertinent scheduling and cost estimating systems.
Knowledge of transportation and system engineering, project management, resource and workload management, ITS, construction management, and strategic planning techniques.
Skill and ability to positively interact with employees, citizens and government officials, orally and in writing.
Skill in leadership, management, negotiations, project management software, and spreadsheet analysis.
Skill in providing advice and guidance to senior field management as well as executive management in the organization.

Nice To Haves

A combination of training, experience, or education in Transportation Engineering, Civil Engineering, Systems Engineering, Transportation Planning or related field.
Experience dealing with local government, elected officials, citizens and engineering consultants.
Professional Engineer license or PMP.
Project management, traffic engineering and transportation planning experience.

Responsibilities

Oversee the project development process for operations projects.
Manage the overall project plan, including maintaining the schedule of projects and meeting major milestones.
Ensure all operations contracts properly use special provisions and standards.
Develop operations improvement projects and contract requirements.
Coordinate investment decisions and candidate project pool.
Oversee the planning and programming of operations improvement projects to ensure completion and return on investment.
Coordinate project development between Operations Division staff and District Operations staff.
