About The Position

The United Nations Development Programme (UNDP) is seeking a Project Administrative Analyst to provide cross-country support to the LAC Environment and Energy Team (LAC E&E), Country Offices, and relevant partners. This role is crucial for ensuring the successful implementation of regional projects, including the "Accelerating Access to Low-Carbon Urban Mobility Solutions through Digitalization" (ACCESS) project funded by the International Climate Initiative (IKI). The analyst will facilitate coordination across multiple country teams, global and regional structures, and with partners like UNEP and the ACCESS Consortium, ensuring alignment with donor requirements and UNDP's strategic goals. The position is part-time (50%) and home-based, requiring close collaboration in a complex multi-country context within Latin America and the Caribbean.

Requirements

  • Advanced university degree (Master’s degree or equivalent) in Project Management, Finance, Public Administration, Law, or related fields is required, OR a first-level university degree (Bachelor´s degree) in the areas mentioned above in combination with an additional 2 years of qualifying experience.
  • For applicants with a Bachelor's degree (or equivalent), a minimum of two (2) years of relevant professional experience in Finance, Administration, Payment Processes and project management is required.
  • Fluency in Spanish and English is required.

Responsibilities

  • Support the management of contribution agreements and the monitoring of income and expenditures against funding towards preparing financial reports for donors, including monitoring of shadow budgets to enhance financial planning and adaptive management.
  • Provide support in the preparation of inputs and background information for the supported initiatives; draft work plans, budgets, and proposals on implementation arrangements; and contribute to progress, annual, and final reports for the supported initiatives.
  • Support the formulation processes of new Project Documents, Initiation Plans, Engagement Facilities, and others.
  • Ensure compliance of the project with UNDP Financial Regulations and Rules and the Internal Control Framework by coordinating with the Bureau Compliance Unit regarding operational and financial aspects of project approval and implementation.
  • Support project operational management with Country Offices and BPPS partner.
  • Perform other relevant tasks in Quantum related to M&E, Risks, Grants and Project Management.
  • In coordination with the units and project team, support the preparation, implementation, and monitoring of procurement plans, following corporate guidelines and properly reflecting them in Quantum.
  • Oversee and support effective and timely procurement processes for acquiring goods and services, in close coordination with the Procurement Team in the Panama Regional Hub. This includes drafting TORs, notes to file, evaluation reports, and guiding units throughout the procurement cycle until completion.
  • Provide information and documentation for audits.
  • In coordination with the project team, execute tasks related to project creation in Quantum, preparation of budget revisions, revision of project awards and project status, determination of unutilized funds, and financial closure of projects.
  • Generate and analyze financial reports from Quantum.
  • Support the organization and coordination of events (e.g., logistics, catering, venue preparation, document preparation).
  • Provide support to the E&E Team in monitoring regional priorities, identifying trends, risks, and opportunities across LAC related to climate, biodiversity, energy, and environmental governance.
  • Contribute to the preparation of regional briefs, concept notes, donor engagement materials, and knowledge products related to E&E thematic areas.
  • Coordinate with Country Offices to gather inputs for regional work planning, monitoring, and reporting, ensuring alignment with the LAC Regional Programme and corporate priorities.
  • Support portfolio reviews and coordination processes with global/regional vertical funds (GEF, GCF, AF) by preparing background materials, tracking follow-up actions and ensuring coherence across projects.
  • Support the organization and facilitation of regional and subregional events, communities of practice, trainings, and knowledge-sharing sessions.
  • Contribute to resource mobilization efforts by identifying funding opportunities, drafting initial inputs for proposals, and supporting donor reporting processes.
  • Create travel profiles, travel plans, travel requests, and travel claims in alignment with travel entitlements for staff, consultants, UN personnel, and visitors, ensuring adherence to UN regulations regarding the most direct and cost-effective travel options, and in coordination with the relevant RBLAC unit.
  • Support the preparation of job descriptions to engage Personnel Services Agreements for time limited services under service-based contract modalities.
  • Coordinate and liaise with the Human Resources Unit at the Regional Hub in Panama in the recruitment and selection processes for IPSA candidates.
  • Support other projects under the LAC E&E portfolio on developing project preparation documents under UNDP and donor guidelines.
  • Participate in training and organize briefings on internal procedures for the project. Provide support to other capacity building activities, including to the design and delivery of tools, materials for workshops, or platforms that tap into the collective intelligence of communities and mobilize action.
  • Make sound contributions to knowledge networks and communities of practice. Support compiling and systematizing project knowledge, products and tools as well as their wide distribution to partners.
  • Perform other duties within their functional profile as deemed necessary for the efficient functioning of the Project and the Organization.
