About The Position

The Housing Manager provides leadership and oversight for Permanent Supportive Housing, Leasing, and Mental Health Services programs. This role ensures high-quality service delivery, compliance with funder and organizational requirements, and strong program performance. The Housing Manager supervises program leaders, supports staff development, and drives cross-functional collaboration to advance housing stability and positive outcomes for clients. This is a full-time onsite exempt position working Monday through Friday from 9:00 a.m. to 6:00 p.m.

Requirements

  • Bachelor’s degree in Social Work, Psychology, or a related field
  • 3+ years of experience working with individuals experiencing homelessness or housing instability, including at-risk youth
  • 3+ years of supervisory or management experience in social services, housing programs, or a related field
  • Demonstrated experience coaching, mentoring, and developing staff or interdisciplinary teams
  • Strong knowledge of Housing First, harm reduction, and trauma-informed care principles
  • Experience overseeing program operations, including service delivery, compliance, and performance outcomes
  • Strong written and verbal communication skills, with the ability to effectively engage diverse stakeholders
  • Ability to make sound, independent decisions in fast-paced and high-pressure environments
  • Proven ability to manage multiple priorities, deadlines, and program sites
  • Reliable vehicle, valid driver’s license, and ability to travel between program locations as needed
  • Flexibility to work evenings and weekends as required
  • Ability to pass a DCFS Background Check

Nice To Haves

  • Master’s degree in Social Work, Counseling, Public Administration, or a related field
  • Bilingual in English and Spanish
  • Experience in supportive housing, Permanent Supportive Housing (PSH), emergency shelter, youth services, or reentry programs
  • Experience with data systems such as HMIS, CaseWorthy, or similar case management platforms
  • Experience with program audits, compliance monitoring, or working with public funding sources (e.g., HUD)

Responsibilities

  • Lead day-to-day operations of Permanent Supportive Housing, Leasing, and Supportive Services to ensure high-quality service delivery and achievement of program goals.
  • Provide leadership and oversight to supervisors and clinical staff, ensuring services align with trauma-informed, housing-first principles and meet client needs.
  • Ensure compliance with organizational, HR, and funder requirements, including timely completion of trainings, documentation, and service standards.
  • Supervise and support program supervisors through regular coaching, performance management, and guidance on service delivery, including intake, assessments, service planning, and housing stability interventions.
  • Support hiring, onboarding, and ongoing staff development, including identifying training needs and promoting continuous learning.
  • Serve as an on-call leader during crises, providing guidance and decision-making support to staff and clients.
  • Collaborate with leadership to strengthen policies, improve program operations, and promote cross-team coordination; provide regular updates on program performance, challenges, and needs.
  • Directly supervise a team of supervisors over PSH, Leasing, and Mental Health Services departments
  • Provide effective leadership by adapting management styles as appropriate.
  • Conduct regular 1:1 supervision with assigned team, provide ongoing support and feedback as needed to ensure successful program delivery and strategic objectives are achieved.
  • Administer probationary and annual performance review and employee goal plan
  • Maintain quality of services and resolve conflicts.
  • Promote continuous learning and peer mentorship.
  • Oversee the accuracy and integrity of program data across systems (e.g., HMIS, ClientTrack, CaseWorthy), ensuring timely documentation and reporting.
  • Ensure regular audits of client records, case notes, and service plans to maintain compliance with funder, contractual, and licensing requirements.
  • Monitor and strengthen performance measurement systems, using data to drive program improvement and achieve outcomes.
  • Identify and correct data quality issues, providing training and technical assistance to staff to ensure consistent and accurate data entry.
  • Collaborate with Finance and Development teams on program budgeting, funding requirements, and reporting.
  • Partner with Leasing and program teams to ensure accuracy and compliance of tenancy and housing documentation.
  • Attend weekly staff meetings and other staff training sessions.
  • Engage with local community organizations and leaders to foster partnerships and collaborations that will enhance service delivery.
  • Contribute to new program development.
  • Stay current with field developments through workshops and conferences.
  • Perform other duties as necessitated in the supervision of the program.
