About The Position

The Programs and Partnerships Director provides strategic leadership for the library’s system-wide programming, outreach services, external partnerships, and community engagement efforts. This role ensures that library programs, partnerships, and outreach initiatives are inclusive, relevant, and aligned with community needs and the library’s strategic plan. The Programs and Partnerships Director defines the library’s public-facing experiences and works collaboratively to ensure that programs, collections, spaces, and customer service expectations are feasible, scalable, and supported by operational systems and agency capacity. The incumbent will have exemplary customer service skills, ensure a customer service culture within the sphere of responsibility, and demonstrate a commitment to TLCPL’s mission and values by supporting a culture that is welcoming, innovative, objective, accountable, and collaborative.

Requirements

  • Comprehensive knowledge of the principles and practices of Library Science and administration, and a demonstrated ability to administer and manage Library services.
  • Ability to lead, mentor, coach, and provide administrative direction to staff and a diverse professional workforce in a manner that emphasizes team building and collaboration.
  • Excellent written and oral communication skills required.
  • Ability to foster and maintain working relationships with colleagues, subordinates, organizations, and individuals.
  • Analytical skill needed to evaluate programs, services, and staff, and the ability to recommend and implement innovative changes.
  • Ability to select, train, and evaluate staff.
  • Master’s degree in Library Science (MLS/MLIS) or related field.
  • Minimum 7–10 years of professional experience.
  • Minimum 3–5 years of leadership experience.
  • Experience in public programming, outreach, or community engagement.
  • Must have a valid driver’s license and possess your state’s minimum coverage requirements for auto insurance.
  • Must meet eligibility requirements of the Library’s insurance carrier under the Library’s Motor Vehicle Use Policy.
  • May be required to drive library-owned or non-library-owned personal vehicles on a regular basis on behalf of library business.

Responsibilities

  • Develop and implement a comprehensive system-wide programming strategy.
  • Define program requirements for staffing, space, and resources.
  • Ensure a balanced and sustainable programming schedule across age groups and service priorities, align programs with agency capacity.
  • Establish standards and frameworks for program design, delivery, and evaluation.
  • Ensure programs are accessible, inclusive, and culturally responsive.
  • Ensure consistent customer experience across all locations.
  • Ensure agencies are welcoming, accessible, and responsive.
  • Ensure relevant and vibrant volunteer and non-staff observing and learning efforts in our spaces are aligned with the needs and capacity of our agencies.
  • Reinforce customer service standards.
  • Lead outreach services and partnerships beyond library facilities.
  • Use community data to inform outreach and partnership priorities.
  • With the Regional Directors, partner with and support the Local History and Making departments and Mobile Services on services, collections, spaces, vehicles, etc., to enhance the work of these agencies.
  • Build and sustain community partnerships.
  • Identify and engage underserved populations.
  • Collaborate with the Chief Public Experience Officer and Chief Library Services Officer to ensure access to collections, services, systems, and policies.
  • Establish metrics for program and outreach impact and participation.
  • Use data to drive improvement and decision-making.
  • Collaborate on training frameworks and competencies for public service staff.
  • Develop and manage programming budgets.
  • Support grant development and external partnerships.
  • Actively supports diversity, equity, and inclusion.
  • Promotes a culture where all staff and customers belong.
