About The Position

Designs, develops, modifies, debugs, and evaluates programs for functional areas, including but not limited to finance, human resources, purchasing, and various City departments. This position is responsible for developing web applications in JavaScript and C##. They design, develop, modify, debug, and evaluate programs for various functional areas across city departments. This role involves working with vendors to upgrade applications, creating SOP documents, and developing reports as per departmental requests. Additionally, they train and evaluate subordinates, ensure the accuracy of monthly processes and reports, troubleshoot application issues, and ensure the availability of reporting applications and servers. This position requires a fully seasoned professional capable of independently managing assigned functions or programs, implementing application upgrades, troubleshooting issues, and providing user training and support. This level would be attainable by multiple incumbents in a work group (not necessarily by all), but would not be an "automatic" promotional level. Works under very general supervision. Depending on organization structure, may work independently with responsibility for an assigned function or program.

Requirements

• Bachelor's degree in information systems, computer science, or a related area. Equivalent professional experience may be considered in lieu of a degree.
• Five (5) years of professional experience in information systems analysis with some project leadership.

Responsibilities

• Analyzes existing programs or formulaic logic for new systems, devises logic procedures, prepares flow-charting, performs coding, and tests/debugs programs.
• Develops conversion and system implementation plans.
• Prepares and obtains approval of system and programming documentation.
• Recommends changes in development, maintenance, and system standards.
• May train users in conversion and implementation of system.
• Selects from multiple procedures and methods to accomplish tasks.
• Applies organizational policies; may interpret organizational policies and recommend exceptions.
• Establishes work methods, timetables, performance standards, etc.
• Routinely provides work group leadership, guidance, and/or training to less experienced staff.
• May act as team lead on large projects.
• Ensures the availability of Application/Server.
• Creates and runs Monthly Reports.
• Creates and runs Adhoc Reports as requested by department needs.
• Works with vendors to upgrade applications and resolves application issues.
• Is available for urgent requests after hours.
• Runs monthly processes to ensure reporting data is accurate.
• Works with departments to develop and create reports per request.
• Creates SOP documents.
• Performs performance evaluations for employees.
• Creates new application accounts for users.
• Assigns security to users.
• Resets application user passwords.
• Trains users on applications.
• Programs in JavaScript/C##.
• Processes spatial data.

• Support and execute IT governance and digital delivery strategies.
• Deliver digital products including custom applications, SaaS solutions, and system integrations.
• Enforce adherence to delivery commitments, timelines, and quality standards.
• Manage task boards and workflows to ensure transparent tracking of work.
• Monitor and support sprint resource allocation activities.
• Facilitate Agile ceremonies including daily standups, sprint planning, retrospectives, and backlog grooming.
• Collaborate with project managers to ensure alignment between delivery teams and project plans.
• Coordinate with business stakeholders to clarify requirements and manage priorities.
• Engage with vendors to support digital delivery activities and ensure alignment with internal processes.
• Perform DNS configuration activities, including the creation and maintenance of DNS records (A, TXT, MX, etc.).
• Design DNS schemas in accordance with organizational standards.
• Communicate DNS changes to Operations and ensure proper documentation.
• Generate Certificate Signing Requests (CSRs).
• Install, update, and validate SSL certificates.
• Communicate SSL-related changes or expirations to Operations teams.
• Configure, maintain, and troubleshoot IIS services to support application hosting.
• Ensure proper site bindings, security settings, and availability.
• Recommend, implement, and adjust operational processes to enhance efficiency and quality.
• Advocate for process improvements using data, experiments, and industry best practices.
• Track and visualize delivery metrics such as cycle time, throughput, and SLA compliance.
• Maintain process documentation and ensure teams follow established workflows.
• Manage unplanned tasks requiring urgent attention and coordinate quick resolutions.
• Support fast-track items subject to short Service Level Agreements.
• Maintain a healthy backlog and contribute to backlog grooming and prioritization.
• Participate in standard project work following approved project management processes.
