About The Position

The Program Supervisor I, working within the David's Harp program at Cascadia Health, is responsible for ensuring effective administration of program activities by staff, under the direction of program leadership. This role involves collaboration with internal and external stakeholders to support client treatment, providing direction to staff, managing crisis response, and serving as staff backup. The position emphasizes promoting integrated care, trauma-informed and person-first approaches, and fostering an inclusive work environment that respects diversity. David's Harp is a mental health day treatment facility in NE Portland, OR, offering a peer-supportive environment for adults with mental illness to improve their quality of life and independence through group socialization and skill-building activities.

Requirements

  • Bachelor’s degree in a behavioral science field from an accredited college or university OR three years of full-time professional experience working with adults with severe and persistent mental illness.
  • Demonstrate competencies to become credentialed as a Qualified Mental Health Associate (QMHA), as outlined in OAR 309-016-0005.
  • Maintain current and compliant QMHA certification.
  • A minimum of three years of clinical experience providing inpatient or outpatient services is preferred.
  • Knowledge of Motivational Interviewing.
  • Understanding of Trauma Informed Care and Illness Management and Recovery principles.
  • Skills necessary for strengths-based services provision.
  • Operate computer hardware and software at a level needed to effectively perform job functions.
  • Enter and retrieve data.
  • Prepare reports.
  • Possess a valid driver’s license.
  • Minimum of one year driving history.
  • Ability to pass Driver Motor Vehicle (DMV) check.
  • Complete the Cascadia online Defensive Driving course.
  • CPR Certification (training provided post-hire).

  • Experience providing supervision is a plus.

Responsibilities

  • Provide leadership and oversight for the program’s daily operations, including integration of best practices and evaluation of program services.
  • Assist staff members in working with particularly challenging client situations.
  • Consult on treatment decisions with the Program Manager and other stakeholders.
  • Build relationships with other health care providers, police agencies, and other community organizations.
  • Organize and oversee the day-to-day workflow to assist employees in knowing their job responsibilities and delegated duties.
  • Create work schedules to ensure business needs are met.
  • Monitor and ensure employees are in compliance with organizational and program requirements.
  • Prepare various reports for Program leadership or other stakeholders as required/requested.
  • Evaluate, recommend, and implement methods, systems, procedures, and treatment strategies to reduce costs and enhance service levels.
  • Create detailed reports summarizing key performance indicators, financial metrics, and other relevant data.
  • Design and maintain report templates for efficient and consistent reporting.
  • Respect and honor participant rights and responsibilities and demonstrate professional boundaries and ethics.
  • Maintain knowledge of, review and ensure compliance with all applicable federal, state, county, and city regulations, contract obligations, and internal policies and SOP.
  • Adhere to mandatory abuse reporting laws and HIPAA requirements.
  • Attend seminars, training, and other educational opportunities to develop professional skills and abilities.
  • Provide input and feedback to program leadership regarding program policies and procedures.
  • Oversee and approve all timesheets and Paid Time Off according to organizational policies and procedures.
  • In collaboration with program leadership, hire and train staff in a manner that encourages and maintains diversity and cultural responsiveness.
  • Participate in staff meetings and training with program to discuss safety concerns, crisis management, complex client needs and risks and critical incidents.
  • Ensure completion of personnel and team documentation as required by assigned programs.
  • In collaboration with the management team ensure work plans and priorities for staff members are addressed.
  • Provide consistent supervision and support for direct reports.
  • Promote and ensure completion of annual training requirements.
  • Demonstrate commitment to continuing professional development.

  • Attend and participate in all meetings as assigned.
  • Develop and maintain strong relationships with internal and external customers to promote quality and efficiency in Cascadia operations.
