Program Specialist (Engineering Administration)

City of Sacramento•Sacramento, CA

About The Position

The Department of Utilities’ Engineering & Water Resources Division is seeking a Program Specialist to lead and coordinate administrative and business operations supporting the City’s water, wastewater, storm drainage, and capital improvement programs. The position oversees three administrative professionals responsible for contracts, procurement coordination, invoicing, budget tracking, records management, Council reports, and other operational support. The Program Specialist works with engineering managers, project managers, consultants, contractors, and City departments to keep administrative processes efficient, compliant, and responsive to business needs, and leads complex non-engineering initiatives and special projects. An example of a major initiative is managing updates to development impact fees. This includes coordinating nexus report updates, preparing materials for City Council consideration, presenting recommendations, and responding to stakeholder and Council questions. Under general direction, the Program Specialist plans, directs, and supervises the activities of a major department or Citywide program or project with moderate visibility and impact; conducts studies and makes recommendations; monitors compliance; and represents the department in contacts with media, agencies, and organizations. This is an advanced journey-level professional classification. The position may involve direct or indirect supervision of professional, technical, and clerical staff, and coordination across multiple divisions. With supervisor approval, intermittent remote work may be available, but employees must reside within the Sacramento region or be able to regularly report to a City of Sacramento worksite with little notice.
