About The Position

Performs highly advanced (senior‑level) services and assistance for IT workforce, serving as a technical expert under minimal supervision with extensive latitude for independent judgment. This role provides complex guidance on HR policies, procedures, and personnel actions; researches and resolves multifaceted HR issues; and develops recommendations related to promotions, reclassifications, separations, telework, and compliance. The position leads and supports complex program initiatives; coordinates risk, compliance, and reporting activities; and responds to legislative, audit, and external inquiries. Escalates critical matters to the IT Workforce Optimization Director as appropriate. May assign and/or supervise the work of others.

Requirements

  • Knowledge of: Local, state, and federal laws related to the program area; public administration techniques; training and marketing techniques; and program management processes and techniques.

  • Skill in: Identifying measures or indicators of program performance and in the use of a computer and applicable software.
  • Skill in: Managing multiple competing assignments, prioritizing tasks and meeting deadlines while working within a large organization and producing high quality work.

  • Ability to: Gather, assemble, correlate, and analyze facts; conduct quality checks; prepare reports; develop, evaluate, and interpret policies and procedures; and communicate effectively.

  • Ability to: Perform complex operations in MS Office such as advanced Excel, Word, SharePoint, and internet search engines.

  • Experience preparing complex, detailed, clear, concise and accurate reports is required.
  • Experience using Microsoft Excel, Word, and Outlook software applications is required.

Nice To Haves

  • Experience using PeopleSoft Centralized Accounting and Payroll/Personnel System (CAPPS) is preferred.
  • Graduation from an accredited four-year college or university with major course work in a field relevant to the assignment is generally preferred.

Responsibilities

  • Provides advanced technical and consultative guidance to IT staff on human resource management policies, procedures, and operational issues. Researches, analyzes, and resolves complex HR matters and develops clear, actionable solutions. Prepares management recommendations related to personnel actions, including promotions, demotions, reclassifications, separations, telework, and other policy‑driven requests. Communicates issue resolution effectively through clear verbal and written correspondence and responds promptly to inquiries and email communications. (35%)
  • Develops, updates, and maintains job descriptions and job specifications. Supports employee onboarding as needed and provides hiring managers with prior job descriptions for position postings. Advises hiring managers on the HR0029 approval process and required documentation. Reviews and processes IT‑related position control requests, including required entries in BPCS. Processes requests to create or inactivate IT staff augmentation records in CAPPS and updates associated tracking reports to ensure data accuracy. (25%)
  • Prepares, coordinates, and delivers recurring and ad hoc workforce reports, and responds to data and information requests in a timely manner. Monitors and reports on compliance rates and performance measures. Tracks IT telework requests and renewals and notifies managers of required actions. Updates CAPPS to correct or modify performance evaluation dates to resolve past‑due statuses. Coordinates with the Training Division and the CAPPS Service Center to update employee training transcripts and resolve delinquent training requirements. Collaborates with HR and Payroll to resolve personnel data issues in CAPPS, including merit actions and temporary assignments, and represents IT on HR‑related matters in meetings and work groups.   • Coordinates, updates, and manages human resources–related assignments and workloads. Develops and maintains tracking mechanisms to monitor assignment status, workload distribution, and progress to completion. Identifies risks, issues, or delays and escalates matters appropriately to the IT Workforce Optimization Director. (15%)
