Requirements

  • Graduate from an accredited high school or equivalent.
  • Experience working with contracts or grants.
  • Experience in customer service.
  • Knowledge of contract project management techniques; contracting rules, processes and procedures.
  • Ability to gather, organize and analyze facts; to compile and prepare contracts and reports; to develop and evaluate policies and procedures and initiate revisions as appropriate; to interpret policies and procedures; and to interpret healthcare regulations.
  • Must be able to communicate on a complex level with others internally and externally.

Nice To Haves

  • Certified Texas Contract Manager (CTCM) certification preferred and required within 12 months of hire date.

Responsibilities

  • Performs complex program coordination work for the Civil Money Penalty (CMP) Reinvestment Fund Project.
  • Implement processes for receiving, monitoring and tracking CMP Fund Project applications.
  • Review and analyze applications, reports and supporting documents to determine compliance with applicable rules, regulations and policies for CMP funds.
  • Coordinates and routes approved projects through program and department leads.
  • Drafts and coordinates contract reviews with program and legal staff.
  • Routes final contract to vendors.
  • Maintains ongoing communications with internal and external venders.
  • Establishes and maintains monitoring system to track contract progression and completion of projects; invoices; awards of funds and expenditures.
  • Organizes and prepares reports of projects.
  • Maintains ongoing, effective, communication with Centers for Medicare and Medicaid Services (CMS).
  • Maintains ongoing communication with Budget, Accounting, Procurement, Contract and program staff to ensure CMP project processes, receipts and expenditures parallel.
  • Initiate and evaluate program procedures for CMP Fund project and makes necessary revisions.
  • Initiates revisions to CMP Reinvestment Fund website.
  • Develops and implement effective techniques for the receipt, coordination and monitoring of Civil Money Penalty (CMP) Fund Project.
  • Prepares and coordinates vendor contracts and reviews with program and legal staff.
  • Routes final contract to approved applicant.
  • Organizes, analyzes and maintains monitoring system to track contract progression and completion of projects; invoices; awards of funds and expenditures.
  • Collects, organizes and prepares status reports of projects and expenditures.
  • Coordinates and schedules meetings with Budgeting, Accounting, Procurement, Contract and and program staff to ensure CMP project processes, receipts and expenditures parallel.
  • Receives, reviews and analyzes requests and supporting documents for CMP reinvestment funds to determine compliance with applicable federal rules, regulations and policies.
  • Communicates orally and in writing with contractors, applicants, as well as internal stakeholders.
  • Supports the development of program procedures for CMP fund projects.
