About The Position

The Northwest Louisiana Human Services District's mission is to increase public awareness of and to provide access for individuals with behavioral health and developmental disabilities to integrated community based services while promoting wellness, recovery and independence through education and the choice of a broad range of programmatic and community resources. We are seeking a Program Specialist-Social Services to provide performance improvement (PI) and quality assurance (QA) activities throughout the District, maintain all of the PI/QA records, prepares monthly, quarterly and annual reports, conducts meetings and lead Root Cause Analysis and Accessibility needs committee meetings.

Requirements

• Five years of experience in administrative services, public health, social services, or health services; OR Six years of full-time experience in any field plus two years of experience in administrative services, public health, social services, or health services; OR A bachelor’s degree plus two years of experience in administrative services, public health, social services, or health services; OR An advanced degree in a social science field, public health, counseling, social work, rehabilitation services, business, public, or health administration, or Juris Doctorate plus one year of experience in administrative services, public health, social services, or health services.
• Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Responsibilities

• Gathers and analyzes data for the performance and quality indicators required to show the District is meeting expectations.
• Prepares reports/charts indicating performance and access and quality indicators monthly, quarterly as well as prepare the annual performance analysis report.
• Serves as lead facilitator of the bimonthly Performance Improvement meetings with key leaders of the District. This includes planning and coordinating meetings, maintaining a schedule that ensures all business and service delivery indicators are addressed throughout the fiscal year.
• As the PI/QA liaison, provides consultation and technical assistance to other professional and support staff in the District regarding Quality Assurance / Performance Improvement issues/tasks.
• Participates in planning for service quality enhancements and development of resources to meet the needs of those served.
• Ensures any annual CARF accreditation standard changes are incorporated into the manual and processes/procedures as appropriate.
• Coordinates and trains staff on the critical incident policies ad procedures and the Crisis Intervention program.
• Serves as Lead Facilitator during Critical Incident Root Cause Analysis. This entails appointing committee, submitting a thorough and credible contributory factor analysis, with initial recommendations for action steps, including responsible parties to the BH Director and Medical Director for review and further directions.
• Document review of a representative sample of claims for each quarter that addresses whether the bills are accurate, addresses trends, areas needing improvement and actions to be taken.
