The centers provide campus-based direct services and supports at 13 centers located throughout the state. The Program Specialist IV (Staff Services Officer) is appointed by and responsible to the Facility Director. This position serves as the facility contact person with the Civil Rights Office, Facility Attorney and the HHS HR Specialist. Conduct reviews and oversight of facility systems to assist in reaching and maintaining compliance with pertinent policies and procedures. Provides training, consultation and support in Conduct Management (PCM) for all managers by assisting in answering questions regarding the PCM process and appropriate action to be taken. Assist managers in the composition of corrective actions (written warnings) and disciplinary actions (DAN & DADs) for accuracy, inclusion of proper policy (HHS HR policy & Facility Policy), TAC language, and HHS HR Manual Work Rules and Dismissal policy. Oversee the employee grievance and complaint process. Designee for all facility unemployment appeal hearings. Provides employees with information and guidance concerning policies and benefits. Assists the Facility Director with technical and administrative duties as needed. Other duties as assigned.

Requirements

  • Knowledge of HHSC, policies and procedures, and the principles and practices of an SSLC.
  • Excellent communication skills both orally and written.
  • Ability to study and evaluate programs and propose recommendations.
  • Ability to provide consultative, in-service, and other forms of assistance to aid the facility in complying with pertinent policies and procedures.
  • Ability to coordinate the completion of complex assignments through both independent and collaborative efforts.
  • Ability to organize and prioritize work and complete all assigned duties with minimal direction.
  • Ability to prepare and present professional presentations.
  • Ability to train others.
  • Ability to assist the Facility Director, ADOP, ADOA, Department Heads, employees, former employees, etc. with human resource management actions and policies.
  • Skills are advanced in computers and utilizing the following applications: MS Word, Excel, PowerPoint, Outlook, and Internet Explorer.
  • Proven ability to maintain confidentiality, professionalism, and respect always in all circumstances.
  • Ability to make good decisions and use good judgement when dealing with critical issues.
  • Ability to maintain good working relationships in all areas of facility and to use tact and diplomacy when dealing with difficult situations.
  • Ability to effectively interpret information and provide information and guidance to others.
  • Ability to compose letters and memorandums.
  • Skill in proofreading and editing correspondence and documents for spelling, grammar, and clarity.
  • 3-years’ experience with office management.
  • 1-year experience training others.
  • Experience with Human Resources related information.
  • Experienced and skilled in the use of Microsoft excel, word, power point, data base creating and maintaining

Responsibilities

  • Attends work on a regular basis and may be required to work extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned.
  • Coordinates projects and initiatives as assigned by the ADOP/Facility Director.
  • Coordinates, in cooperation with all departments, the management of policies and procedures.
  • Coordinates and manages the local grievance process including the filing of grievance statements with HHSC Appeals and Legal as received; working with HHSC Appeals on the scheduling of grievance hearings, collecting all documentation requested by the HHSC attorney, and all other matters concerning grievance hearings and the final orders.
  • Assists the Facility Director, ADOP, ADOA, Department Heads, employees, former employees, etc. with human resource management actions and policies.
  • Prepares oral and written reports on special projects as assigned by the ADOP/Facility Director.
  • Provide assistance in holding & serving as a witness or mediator during counseling sessions and/or pre-meetings as requested.
  • Maintain an ANE disciplinary log for facility documentation/precedence purposes.
  • Coordinates and maintains Disciplinary Review Team meetings and data as well as serves as a member.
  • Attends grievance hearings as a facilitator, assures necessary information is provided to the facility attorney and notifies called witnesses
  • Assist with TL&L and facility HR Specialist in the reinstatement of overturned confirmations/rescinding of disciplinary action.
  • Acts as the facility contact person and Liaison with the Civil Rights Office (CRO) by providing contact or other information requested by CRO to facilitate investigations.
  • Designee for general complaints. Will work with the employees & management to escalate and resolve complaints received.
  • Designee for Reasonable Accommodation form submission. Assist employees and managers in the coordination of the submission of forms and the reasonable accommodation policy, process, and closure as needed.
  • Chairs committee for educational leave & hardship form requests and approvals.
  • Designee for receipt of criminal self-reports due to employee arrests, convictions, etc. Coordinate submission of forms to HR Specialist and maintain log of all self-report forms. Assist managers in the proper corrective action to be taken for failure to self-report.
  • Assist managers in the hiring processes as needed (coordinating interviews, taking notes, scoring, and completion of the proper hiring selection forms) to ensure all hiring procedures are completed per HHS HR policies.
  • Provides training for new managers and refreshers on Performance Conduct Management.
  • Reviews rehire paperwork for work history and eligibility.
  • Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
