The Staff Services Officer V works under the direction of the Workforce Operations  Manager in the Health and Human Services Commission Health and Specialty Care System and performs advanced senior-level staff services work for the State Operated Facilities including the Deputy Executive Commissioner’s office. This position provides high-level consultation, guidance, support and technical assistance to senior management and facility leadership regarding staff services and workforce operations functions.  The Staff Services Officer V oversees and manages staff services activities related to position management, Human Resource functions, position tracking and records management. Coordinates and collaborates with the State Supported Living Centers/State Hospitals, state and central office, facility leadership, and CFO Budget Management on workforce operations and human resources processes and procedures. This position maintains and operates the Workforce Operations SharePoint site; assists with the planning and implementing of agency programs and initiatives including writing and developing workforce policies and procedures. All staff services activities are conducted in compliance with agency policies and procedures, and applicable laws and regulations. The Staff Services Officer V participates in special projects and initiatives and represents the Workforce Operations manager in meetings and discussions as assigned. Analyzes internal processes and assists with recommending and implementing changes to improve administrative policies and procedures to ensure uniform and effective business practices. Work requires frequent interaction and coordination with various HHSC divisions and internal stakeholders to support workforce operations and resolve complex staff services issues. The Staff Services Officer V works under minimal supervision, and exercises extensive latitude for the use of initiative, independent judgment and discretion in managing assigned responsibilities and priorities. Telework eligibility depends on agency policy and operational needs.

Requirements

  • Knowledge of state and federal employment laws, rules and guidelines.
  • Ability to follow complex procedures, adapt quickly between tasks and effectively prioritize multiple responsibilities under competing deadlines.
  • Skill in coordinating activities, managing and prioritizing multiple projects and priorities to meet constantly changing deadlines.
  • Knowledge of staff services functions, human resources administration, and position management.
  • Skill in budget management and monitoring facility expenditures.
  • Skill in establishing and maintaining effective working relationships and maintaining sensitive and confidential information.
  • Excellent interpersonal and communication skills (both oral and written) with people with various backgrounds at all levels of the organization.

  • Knowledge, skill and ability to operate basic office equipment and to use Windows based programs such as Word, Excel, Outlook, and other computer programs and applications.

  • Graduation from an accredited four-year college or university with major course work in human resources, business management, or a related field.
  • At least two years’ experience in office management, business administration, or human resource administration.
  • Experience and education may be substituted for each other on a year-for-year basis.

Nice To Haves

  • Experience working for a State Supported Living Center or State Hospital is preferred.

Responsibilities

  • Conducts a comprehensive review of requests for approval and supporting documentation submitted to state office to ensure compliance with agency requirements, policies and procedures; coordinates additional required approvals; and communicates final approvals or denials to the facilities upon completion.
  • Manages and oversees the Workforce Operations shared email inbox, serving as the primary point of contact for stakeholder inquiries, directs and prioritizes requests, ensures timely and accurate responses, and maintains comprehensive records of all correspondence in accordance with departmental protocols. Provides guidance, support, assistance answering and addressing issues, and verifying information to resolve complex staff services functions.
  • Provides high-level consultation, guidance and technical assistance to senior management, budget and the state operated facilities on staff services functions, including position management, Human Resources processes and workforce operations. Examples include but not limited to assisting with conducting job analysis, position classifications, salary compensation and budget expenditures.
  • Assists with the planning, information sharing and implementation of agency programs and initiatives related to workforce operations and staff services. Develops and creates workforce operations policies and procedures. Facilitates the delivery of approved and required policies and procedures and provides consistent and thorough instruction for the state operated facilities, and senior management.
  • Participates in special projects and initiatives and represents the Workforce Operations Manager in meetings as assigned. Conducts desktop audits to ensure compliance with program initiatives. Actively supports and contributes to the training and professional development of new employees to ensure successful integration and performance. Participates in division meetings and is responsible for preparing, distributing and maintaining official meeting minutes.
  • Maintains and operates the Workforce Operations SharePoint site to ensure accurate, accessible and timely information for internal stakeholders. Serves as a liaison with internal divisions, external agencies and stakeholders to coordinate staff services activities and resolve complex workforce-related issues.
  • Exercises independent judgment and strong initiative in the performance of assigned duties, operating under minimal supervision while managing multiple priorities and deadlines.
  • Performs other duties as assigned including but not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Participation includes testing, training and exercise programs. Such participation may require an alternate shift pattern assignment and/or location.
