About The Position

This position is responsible for implementation, evaluation, and technical assistance of projects administered by the Farmworker Career Development Program (FCDP) Section under Title I, Section 167 of the Workforce Innovation and Opportunity Act (WIOA). The incumbent of this position is the lead manager for US DOL/ETA required annual on-site data validation and programmatic monitoring of FCDP grantees. As a result, the employee is responsible for being a resource to grant managers as it relates to interpreting and implementing state office and federal policy, particularly as it relates to participant eligibility issues, master participant record management, and compliance with federal funding guidelines. The employee provides technical assistance and guidance to sub-grantees on the accurate submission of program data through a web-based system, with issues related to program management, budgeting, and overall best practice strategies regarding Farmworker Career Development Programs. Employee is expected to exercise independent judgment in managing workload and accomplishing assigned tasks within prescribed timelines. This position is not approved for telework and must report to the location listed above.

Requirements

  • Two years of working experience in a professional office environment.
  • Advanced working knowledge and experience using Microsoft applications such as Excel, Word, Power Point, and SharePoint.
  • Ability to obtain, hold, and maintain an active Florida Certified Contract Manager (FCCM) certification.
  • Ability to communicate effectively including verbal and written communication.

Responsibilities

  • Provides technical assistance and professional development to WIOA, Title I, Section 167 projects in order to meet U S Department of Labor negotiated performance goals and federal compliance mandates.
  • Responsible for conducting on-site program monitoring of local recipients services and activities related to Farmworker Career Development Program Services.
  • Reviews and analyzes funding and budget amendment requests.
  • Analyzes and evaluates the quantitative and qualitative progress of local projects toward annual goals to include effective use of financial and programmatic management systems, compliance with monitoring findings, and ensuring local providers are providing the full range of services stipulated in the grant agreement.
  • Develops and delivers FCDP staff training related to participant eligibility determination per US DOL guidelines.
  • Develops and delivers staff development activities to meet WIOA Title I, Section 167, requirements and FDOE grants administration and compliance guidelines.
  • Develops indicators of efficiency and effectiveness, gathers customer satisfaction feedback to improve Services required under WIOA, Title I, Section 167.
  • Supports activities that improve linkages between program and projects with state and local workforce boards, One Stop System partners, and the Department of Agriculture as mandated by the Workforce Innovation and Opportunity Act and the Worker Protection Standard.
  • Reviews and monitors sub grantee grant applications per US DOL, FL DOE and FCDP guidelines.
  • Coordinates FCDP Staff training for US DOL participant eligibility compliance.
  • Coordinates and monitors the new participant database, Employ Florida. Duties include the following additional responsibilities: Training FCDP staff on Employ Florida, Verifying accuracy of data in Employ Florida, Attending Employ Florida training, Updating data in Employ Florida, Monitoring program compliance in Employ Florida, Security officer for Employ Florida Online Project Communications (OPC) (changes to Employ Florida database)
  • Performs other related work as assigned.
