About The Position

This position performs complex, high-level duties under the limited supervision of the Education Policy Director within the Funding and Financial Reporting Section of the Bureau of School Business Services, Division of Finance and Operations. This position is responsible for generating and compiling data for statistical publications and reports of both a specific and general nature. These reports support statutory reporting requirements and inform management decisions for school districts, the legislature and the public. Responsibilities include utilizing existing information sources, identifying data collection needs, and organizing reporting formats. This position also collects, aggregates, and summarizes complex data and performs calculations to support numerous ad hoc data requests and reporting needs.

Requirements

  • Four years’ experience in Accounting, Finance, Mathematics or related fields
  • Experience in Microsoft Office (Excel, Word, PowerPoint, Outlook)

Responsibilities

  • Participates in the creation, publication and/or review of numerous printed reports and reports displayed or generated on the Department’s website including the Funding Book for Florida School Districts, the Full Time Equivalent Student General Instructions, the Florida Education Finance Program (FEFP) Publication, the Florida Price Level Index, the FEFP Allocation Conference Manual, Charter and Department of Juvenile Justice revenue worksheets, legislative budget request materials, Capital Outlay and Debt Service Instructional Units, Florida School Finance Officers Association presentations, Florida Association of Management Information Systems presentations, and various reports related to funding of Florida school districts and class size reduction.
  • Prepares analyses of proposed legislative bills and summaries of proposed legislative bills.
  • Create and perform calculations to support the department’s critical role of calculating and distributing billions of state dollars to support the operation of the state’s public schools. Calculations are made to pursuant to law and require the ability to correctly interpret each provision of law; communicate effectively with staff directors of legislative committees in instances where the law requires interpretation; translate these understandings into computations and subsequent periodic distribution of FEFP calculations and numerous categorical aids to school districts; and teach others how to do so. These detailed calculations are displayed in the Allocation Handbook, which is approved by the Allocation Conference composed of representatives from the Senate and House Appropriations Committees, the Governor’s Office of Planning and Budgeting, and the Deputy Commissioner of Education for Planning and Budgeting.
  • Participates in the payment calculation process for FEFP, Class Size, Workforce and Family Empowerment payments. Verifies the replication of all payment calculations.
  • Review of full-time equivalent student and transportation audits; verifies the calculation of audit finding adjustments; coordinates audit finding follow-ups with other offices.
  • Completes online collection of data from one or more expenditure surveys and coordinates with other staff to obtain necessary date or insights.
  • Coordinates with districts and OFFR staff and troubleshoots data collection to provide high quality survey information as possible.
  • collection of FTE and Transportation Certification Letters and DJJ estimates.
  • Provides technical assistance to districts related to FEFP funding, Class Size Reduction compliance and funding adjustments, School Recognition funding and any related payments.
  • Designs, develops and provides presentations, reports, memorandums, and tools designed to provide technical assistance such as the Charter School Revenue Estimate Worksheet. Research funding related questions and discusses potential concerns with administrative staff.
  • Perform duties relative to internal operations of the section such as preparation of individual actions, submission of required reports and timely submission of forms and reports such as leave records other status reports where appropriate.
  • Performs other duties or activities as assigned.
  • Travel may be required to perform assigned duties.
