About The Position

This Northeast-based Security Manager position will support the Global Security Services (GSS) Industrial Security Team as a Program Security Manager (PSM). The PSM is an embedded security professional, security decision authority, and facilitator of a range of front line of the business security services. Professional services include writing policies and procedures, coordinating with government accrediting authorities and customers, and preparing security assessment, investigative, and analytical reports for senior security and program Leadership Teams. The PSM promotes regulatory compliance with contractually required Department of Defense security regulations through effective training and influence and advises program leadership and staff on multiple efficient options within the security policy space. The PSM interacts and partners with senior peers from program Finance, Contracts, Supply Chain, Quality, Operations, and Engineering to meet program objectives. This position will directly support the leaders of the Lower Tier Air & Missile Defense Sensor (LTAMDS) Sub Strategic Business Unit, reporting to the Land and Air Defense Systems (LADS) Strategic Business Unit GSS Associate Director, and will functionally align to the Raytheon GSS Industrial Security, Center of Excellence. This position requires experience analyzing and briefing key points from Program SCGs, OPSEC Plans, threats, and vulnerability assessments to senior leaders. You must be a self-motivated leader with the ability to make independent decisions, research and provide security explanations from documentations, instructions, guides, and other directives. Your strong experience in writing and developing training, operational plans, and directives will be imperative to your success. You must also have familiarity with ITAR and export control procedures. You must be an effective multi-tasker who has keen time management skills.

Requirements

  • Active and transferable U.S. government issued SECRET clearance prior to start date, with the capability to possess a TOP SECRET clearance if needed.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
  • Minimum 8 years’ experience working in Industrial Security, Information Assurance/Cyber, Special Programs, security management, military, or government information security programs with strong demonstrated progression from follower to leader.
  • Experience with NISPOM Rule, DD254s, DoDI 5200.48 and associated military equivalents.
  • A University Degree or equivalent experience and minimum 8 years prior relevant experience, or An Advanced Degree in a related field and minimum 5 years experience.

Responsibilities

  • Long-range planning (LRP) to meet global security compliance requirements and Annual Operating Plan (AOP), including interacting with internal and external security professionals and government customer organizations.
  • Manage contract security reviews to ensure requirements are consistent with the NISPOM Rule 32 CFR Part 117, and various other Department of Defense directives as specified in the DD254 and contract Statements of Work (SOW).
  • Represent GSS leadership and successfully execute GSS strategy and tactics, positioning plans to advocate a partnership with the customer community that promotes a positive, healthy, and proactive customer relationship.
  • Assist program leadership and other security managers and representatives in resolving program security issues directly with the government customer, subcontractors, Raytheon Technologies (RTX) teammates and internal program personnel.
  • Assist local facility security managers in solving routine security matters at various local locations to ensure consistency and compliance.
  • Travel as required to provide necessary security support.
  • Advise and assist local government, military, and company security managers in solving security matters at deployed field sites in the continental United States and abroad.
  • Research contractual (SOW, CDRL, etc.) documents, internal directives, and the NISPOM Rule for security applicability and impact analysis.
  • Elevate classification issues to engineering subject matter experts and customer.
  • Track, report, and analyze security violations and trends.
  • Assist in preparing Transportation Plans, Transmissions Plans, and security plans as required in the movement of classified, domestic, and international transmittals.
  • Conduct necessary follow-up including interviews to ensure complete Inquires of security violations to identify root causes, corrective actions, and capability.
  • Work with key stakeholders to implement corrective actions to preclude security violations.
  • Lead teams supporting classification management, OPSEC, and threat awareness training programs and their delivery to program personnel.
  • Assist cybersecurity teams in the planning and coordination of accreditation of classified Information Systems.
  • Organize security support, including security plan preparation and execution for off-site activities.
  • Assist locations with Defense Counterintelligence and Security Agency (DCSA) preparation or audit finding resolutions.
  • Visit subcontractors and other locations to conduct formal assessments or provide security assistance as needed.
  • Collect, analyze and report security-relevant data as requested by program and security Leadership Team.
  • Manage and present program security review briefings to varied audience size and organizational levels.
  • Lead self-inspections and security assistance visits to locations.
  • Support other Strategic Business Units and special projects as determined by security leadership and the needs of the business.
