About The Position

Join HGL’s growing team as a Program Quality Control Manager providing quality control support for environmental investigation and remediation projects. The individual hired for this role will be responsible for conducting quality control across programs or a portfolio of projects to ensure work complies with contractual requirements, applicable regulations, industry standards, and company quality management systems. The quality control manager reviews planning documents and deliverables, conducts audits and reviews, and identifies risks and opportunities for process improvement, including practical applications of artificial intelligence (AI), automation, and data-driven tools to strengthen corporate quality control workflows. This role offers the opportunity to make a meaningful impact by helping deliver environmental restoration and engineering projects that protect human health and the environment while ensuring compliance with client and regulatory requirements.

Requirements

  • Bachelor of Science degree in civil or environmental engineering, construction management, or science (hydrogeology, geology, chemistry, biology).
  • Experience performing quality control on Department of Defense, USACE, EPA or other federal or commercial environmental contracts.
  • Minimum 5-10 years environmental remediation field experience, including environmental investigation, remediation, engineering, or construction quality experience.
  • Knowledge of the U.S. Army Corps of Engineers Three Phases of Control System.
  • Understanding of project drawings, specifications submittals, and as-built records.
  • Demonstrated proficiency in computer applications (MS Windows, MS Excel, MS Access, MS Word, MS Internet Explorer, MS Outlook).
  • Ability to use technology, data, and emerging tools to improve QC processes, document reviews, reporting, and workflow efficiency.
  • Excellent time management and organizational skills, including the ability to handle multiple tasks, prioritize and keep organized to ensure timely and accurate work.

Nice To Haves

  • USACE Construction Quality Management Certification.
  • Experience performing quality control on U.S. Army Corps of Engineers and/or EPA projects.
  • Minimum of 3-5 years construction experience.
  • Experience using AI tools, automation, dashboards, databases, or analytics to support quality management, document review, audit tracking, or process improvement.

Responsibilities

  • Ensure consistent implementation of HGL’s Quality Management System among projects within area of responsibility.
  • Support Program and Project Managers in assigning Project Quality Manager (PQM), Field Quality Manager (FQM), and Design Quality Manager (DQM) as appropriate.
  • Review Program Quality Plans, Project Quality Plans, Design Quality Plans, QAPPs, CQCPs or client-specific quality planning documents, as needed.
  • Support quality planning and deliverable review requirements for EPA, Department of Defense, U.S. Army Corps of Engineers, NASA, and other client programs.
  • Verify reviews of subcontractor SOWs are performed by appropriate SMEs.
  • Verify that reviews are performed for every deliverable and version of that deliverable.
  • Verify documents are entered into HGL’s Deliverable Review Management System (DRMS) and reviews are documented in DRMS.
  • Track response to comments from client, regulator and other stakeholders and identify trends.
  • Develop templates for project plans and revise, as necessary, based on trends in client and stakeholder comments, in coordination with Program team.
  • Confirm that the PQM / FQM is implementing the quality plans, verifying that work is performed in accordance with the project plans and documenting the quality of the work.
  • Verify that project records are controlled and managed.
  • Stay current on Corporate quality program policies, procedures, and manuals and convey information to Program and Project teams.
  • Submit Lessons Learned.
  • Report Project Deficiencies and Nonconformances to Corporate Quality Director.
  • Facilitate Root Cause Analysis.
  • Provide consistent quality communications to the program and project teams.
  • Develop an audit plan and schedule for the program or project, in coordination with the Program Managers and VPs Programs.
  • Perform project quality audits to verify program and project requirements are met.
  • Assist Corporate Quality Director on quality initiatives (e.g., developing procedures, improving processes, developing templates, checklists, tools), including AI-enabled tools and automated quality controls where appropriate.
  • Manage Nonconformance Management System for the Program (incidents, audit findings, deficiencies, nonconformances, customer complaints) and report to the Corporate Quality Director.
  • Manage Continual Improvement for the Program (reporting and documenting client feedback, lessons learned, positive practices).
  • Provide Training.
  • Lead the evaluation, implementation, and coordination of AI tools, automation, and analytics that enhance corporate quality control processes—improving deliverable review consistency, comment tracking, trend analysis, audit preparation, lessons learned management, and quality reporting—while ensuring solutions are secure, practical, compliant, and aligned with HGL procedures, information technology standards, and client requirements.
