Credence is seeking a Program Protection Lead to support the F-35 Joint Program Office (JPO) at Wright Patterson Air Force Base, OH. The F-35 JPO manages the life-cycle program for all F-35 variants (A, B, and C) for the U.S. Air Force, Navy, Marine Corps, and international partners, overseeing development, delivery, and sustainment. Requirements

  • Top Secret Clearance
  • Bachelor’s or Master’s Degree in a related field and at least three years of experience in the respective technical / professional discipline being performed, three of which must be in the DoD or Seven years of directly related experience with proper certifications as described in the PWS labor category performance requirements, five of which must be in the DoD
  • Five years of recent experience performing Program Protection duties
  • Experience specifically related to DoD Security functions and the capability to support the most complicated assigned security tasks and support personnel in the analysis, support, specialty, security/or functional capability of the task as required
  • Work experience encompassing collateral classified activities, acknowledged and unacknowledged special access programs, and SSE anti-tamper requirements
  • Strong analytical writing skills in order to successfully document program security methods and decisions

Responsibilities

  • Support the implementation of information, personnel, and industrial security programs to ensure classified material is protected according to DoD, USAF, AFMC, AFLCMC, directorate, division, and program directives.
  • Ensure implementation of the resource protection, force protection, and anti-terrorism programs IAW DoD, USAF, AFMC, AFLCMC, directorate, division, and program security policy / instructions.
  • Assist by providing directorate security operations support.
  • Assist by preparing and coordinating security-related briefing materials and provide security-related technical assistance to the directorate for briefings, meetings, and conferences.
  • Provide a wide range of security management, analytical, technical and support services for programs managed by DoD, USAF, AFMC, AFLCMC, AFLCMC/WAU Directorate and specific programs.
  • Assist by recording and tracking security program action items and suspense and shall assist with managing newcomer and security-related databases to include visitor control functions.
  • Maintain active Joint Personnel Adjudication System (JPAS) and Joint Access Database Enterprise (JADE) accounts and shall assist with verifying personnel security clearances and SAP accesses.
  • Assist with processing personnel security investigation documents, reviewing the investigation documents for accuracy, and tracking submitted requests for personnel security clearances.
  • Provide advisory assistance in evaluating security and administrative procedures associated with handling Critical Program Information (CPI) / Critical Components (CC) from unclassified material, up to and including Top Secret (TS), special access and Sensitive Compartmented Information (SCI).
  • Perform administrative tasks as necessary to support security functions. The Contractor shall apply strong analytical writing skills in order to successfully document program security methods and decisions.
  • Provide security-related technical assistance to AFLCMC/WAU organizations, groups, and committees for briefings and conferences.
  • Assist in the development of standard operating procedures IAW DoD Manual 5205.07, Volumes 1-4 requirements and the Contractor shall develop and maintain security process flowcharts and work breakout structures for those processes.
  • Assist in managing and performing the administrative duties of SAP Facilities (SAPFs) IAW the DoD Manual 5205.07, Volumes 1-4, SAP Nomination Process or current guidance, to include but not be limited to, submitting Program Access Requests (PARs), gaining and maintaining accreditation as required and managing the self- inspection program.
  • Will be required to work in secure facilities. When necessary, the Contractor shall receive classified information and secure as appropriate.
  • May be required to open, close and perform end-of-day security checks of the government facilities IAW USAF requirements.
  • May be required to respond to after-hours alarms for secure facilities.
  • Prepare and administer educational material relative to the Security program.
  • Plan, manage, and administer the security education program to assure the dissemination of security information to F-22 and Directorate personnel.
  • Assist with the coordination of DD Form 254, DoD Contract Security Classification Specification, and develop and document recommended security requirements for SOOs, SOWs, PWS, RFPs, and CDRLs for assigned programs.
  • Serve as a security advisor to the System Security Working Group (SSWG), or other security-related IPTs, for the preparation of program security standards to include preparation of meeting minutes and documenting actions.
  • Develop and maintain time-phased, event-driven SCGs, Program Security Directives (PSDs), TA/CPs, and PPPs with associated annexes as required.
  • Identify CPI and conduct criticality analysis for assigned programs, assessing program threats, analyzing system vulnerabilities, and recommending alternative cost-effective security countermeasures that meet security objectives within the overall system design and program strategy.
  • Review program threats and conduct vulnerability analyses to define security functional requirements for effectively securing systems against overt and covert ground initiated attack; provide recommendations for the integration of physical security countermeasures, electronic and mechanical detection devices on the weapon system, and other corrective actions.
  • Assist the engineering functional and shall provide expertise about the anti-tamper process to support the protection of CPI and staff associated documents through the appropriate channels to the executive agent for final approval of plans.
  • Integrate U.S. export and technology control laws, DoD/USAF policy and instructions, and other applicable guidance into program protection planning.
  • Provide advisory and draft documentation assistance for the development of a Security CONOPS based on the threat definition, vulnerability analyses and existing security systems and measures.
  • Provide assistance in the creation and maintenance of an Operations Security (OPSEC) program/plan for the protection of critical information and provide recommendation to the Government security lead to ensure program compliance.
  • Perform on-site security evaluations at program offices, shall review Weapon System Prime Contractor security survey reports, and shall evaluate security procedures/operations and shall provide technical security recommendations to the review team lead.
  • Continuously analyze the adequacy of the Weapon System Prime Contractor/Subcontractors’ program protection planning/efforts and report on discrete areas of concern.
  • Assist by providing organization security operations support.
  • Assist by preparing and coordinating security-related briefing and training materials.
  • Provide security-related technical assistance to the organization for briefings, meetings, and conferences.
  • Assist by recording and tracking security program action items and suspenses.
  • Assist with managing newcomer and security-related databases.
  • Assist with providing special administrative and logistical assistance for the Directorate Visitor Control Function.
  • Maintain an active JPAS account and assist with verifying personnel security clearances.
  • Assist with processing personnel security investigation documents, reviewing the investigation documents for accuracy, and tracking submitted requests for personnel security clearances.
  • Assist with the development of security requirements into contractual commitments.
  • Administratively assist with the coordination of DD Form 254, DoD Contract Security Classification Specification.
  • Assist to establish and maintain official file plans with the use of AFRIMS.
  • Assist with electronic files management, records management, and file plan management.
  • Perform administrative tasks as necessary to support security functions.
  • Provide security-related technical assistance to the AFLCMC/OZJ organizations, groups, and committees for briefings and conferences.
  • Shall open/close unclassified and classified AFLCMC/OZJ areas as needed and properly sign off or develop on all required paperwork associated to the task.
  • Shall be the Government focal point for security, analyze security procedures, and coordinate/recommend solutions on security deficiencies with the assigned Government security task lead.
  • Support the implementation of Information, Personnel, Industrial and Operations Security programs to ensure sensitive/classified material is protected according to DoD, USAF, AFMC, AFLCMC, and organization program directives.
  • Conduct implementation of the Resource Protection, Force Protection and Anti-Terrorism programs in accordance with DoD, USAF, AFMC, AFLCMC and AFLCMC/OZJ policy/instructions.
  • Assist personnel with completing personnel security investigation paperwork, review packages for accuracy and assist with tracking personnel security clearances.
  • Assist with maintaining/accounting for and destroying COMSEC material.
  • Provide “day-to-day” multi-discipline analysis for Collateral, SCI and SAP activities.
  • Advise and assist the Government in maintaining all standards required by ICD 503, for Protection of the Information Systems and ICD 705, Physical Security Standards for Secure Rooms up to Special Access and/or SCI Facilities.
  • Ensure strict adherence to the provisions of the NISPOM, its Supplement, the DoD Overprint, DCID, ICD, JSIG and SAP policy.
  • Assist in developing and executing approved policies and procedures for safeguarding SAP, SCI and collateral data in support of U.S. military operations.
  • Provide day-to-day security support that includes continuous assessment of procedures to identify shortfalls and provide appropriate recommendations for revising and improving security policies, procedures, and systems.
