About The Position

IDEMIA is hiring a Program/Project Manager to lead fixed-price, fixed-duration, fixed-requirement design-and-build programs funded by U.S. state government customers. The programs deliver customer-specific integrated solutions and non-recurring engineering development. The manager oversees assigned programs from proposal through final acceptance, using IDEMIA PMO methodologies and industry best practices to meet contractual requirements, stakeholder expectations, budgets, schedules, and intended outcomes. The role coordinates cross-functional teams and external stakeholders across the program lifecycle, including requirements, design, development, integration, testing, procurement, delivery, installation, and customer acceptance. The manager maintains program plans, work breakdown structures, integrated schedules, risk and opportunity registers, financial forecasts, change controls, and status reporting. This position has no direct reports and requires travel of up to 25% as needed. It is remote; candidates in the Northeastern United States are preferred, but that region is not required. The position requires a bachelor’s degree in engineering or a related technical discipline, or an equivalent combination of education and relevant experience, and at least 10 years of related technical or engineering experience, including at least three years in a project execution leadership role. The US base salary range is $130,000 to $150,000, plus bonus and benefits. Core business hours are 80 hours bi-weekly.

Requirements

  • Bachelor’s degree in engineering, a related technical discipline, or an equivalent combination of education and relevant experience.
  • At least 10 years of related technical or engineering experience, including a minimum of three years in project engineering, technical project management, program management, or a comparable project-execution role.
  • Must be a sole U.S. citizen and not hold dual citizenship.
  • Must successfully complete applicable background screening, which may include criminal history, education, credit, and drug screening, and obtain any program-specific credentials or certifications required for assigned work.
  • Proficiency in Microsoft Word, Excel, and PowerPoint.
  • Demonstrated ability to lead cross-functional program teams in a matrixed organization; the position has no direct reports.
  • Demonstrated understanding of systems engineering, system integration and test, quality assurance, configuration management, logistics, contract administration, standard business practices, and program financial management.
  • Ability to communicate effectively in writing and verbally, deliver presentations, and negotiate with customers, subcontractors, and vendors.
  • Proven ability to manage complex design-and-build programs involving multiple stakeholders, concurrent workstreams, contractual milestones, and interdependent technical activities.
  • Working knowledge of Waterfall, Agile, and hybrid delivery methodologies, and judgment to apply an appropriate approach in a fixed-requirement, fixed-duration, fixed-cost environment.
  • Demonstrated experience managing program budgets, forecasts, cost-to-complete estimates, financial performance, and schedule variance.
  • Excellent written, verbal, presentation, negotiation, and stakeholder-management skills.
  • Strong analytical, problem-solving, and decision-making skills, including proactive risk identification and mitigation.
  • Ability to lead cross-functional teams, establish accountability, resolve conflict, and influence outcomes without direct authority.
  • Proficiency in Microsoft Project for developing, baselining, maintaining, and analyzing integrated program schedules.

  • Drive completion of deliverables and milestones, identify schedule variances, and lead recovery planning when performance deviates from baseline.
  • Establish and maintain program risk and opportunity registers, assess exposure, assign owners, implement mitigations, and promptly escalate significant risks.
