About The Position

The Broward County Board of County Commissioners is seeking qualified candidates for Program/Project Coordinator (Aviation Screening & Detection Specialist) at the Fort Lauderdale-Hollywood International Airport. The Program/Project Coordinator ("PPC") at the Fort Lauderdale International Airport (FLL) - Administrative Section coordinates and manages all aspects of the Aviation's Security Division Screening & Detection program and project(s). Additionally, this position plans, develops, authorizes, purchases equipment, implements, supervises and evaluates activities and services; prepares reports, analyzes and interprets data for the screening & detection program. Manages and coordinates, with considerable independence, all activities of a particular program/project within a section or agency. Works under general supervision, independently developing work methods and sequences.

Requirements

  • Requires a Bachelor's degree from an accredited college or university with major coursework in business, public administration or closely related field. (One year of relevant experience may be substituted for each year of required education.)
  • Requires two (2) years experience in a staff or administrative capacity managing special projects, programs or business operations appropriate to the area of assignment or closely related experience.
  • Possess and maintain a valid Florida Class E Driver's License based on area of assignment.
  • All candidates must complete an extensive ten (10) year work history verification and criminal background check, including fingerprinting and all other information as required by the Federal Aviation Administration.
  • Ability to maintain authorization to drive a County vehicle.
  • All Aviation Department employees must possess the ability to interact courteously with the public, Airport vendors, contractors and fellow employees to maintain a professional work atmosphere by acting and communicating in a manner that promotes a positive work environment.
  • Ability to obtain/maintain Security Identification Display Area (SIDA) access with Customs and Border Protection Seal.
  • Ability to obtain / maintain Airfield driving privileges.
  • Must possess a valid Florida driver's license during employment and maintain authority to drive on County business.
  • Per the Code of Federal Regulations, Title 49, Part 1542, all airport employees must undergo a Criminal History Records Check (CHRC) and a Security Threat Assessment (STA) to obtain a Security Identification Display Area (SIDA) Badge, as required by the Transportation Security Administration (TSA).

Responsibilities

  • Procurement and maintenance of screening equipment including but not limited to Walk-thru Weapons Detection, Stationary and Portable X-ray Machines, Explosive Trace Detection and their related ancillary equipment.
  • Continuous 24/7/365 operability of equipment including non-radioactive ion parts, and related sensitive electronic and/or proprietary equipment, as applicable.
  • Ensuring Walk-thru Weapons Detection systems deliver real-time and precise security screening capabilities.
  • Monitor KPIs such as: Screening effectiveness, deployment Incident response and reporting quality.
  • Ensuring X-ray systems can detect prohibited items, with the highest degree of detection, while maintaining compliance with 49 C. F. R 1542 and the Airport Security Program (ASP) requirements.
  • Ensuring Explosive Trace Detection equipment consistently detect and identify a wide range of military, commercial and homemade explosive threats.
  • Lead the establishment and implementation of Standard Operating Procedures (SOPs) for the utilization, troubleshooting, of all Walk-thru Weapons Detection, Stationary and Portable X-ray Machines, Explosive Trace Detection.
  • Partner with Security division’s Director, TSA, and BSO in creating resolution tree mitigation models for non-compliance such as breaches of rules, and alarm resolution incidences.
  • Act as liaison between divisional and agency senior leadership, Fire Rescue, Subject matter experts, Transportation Security Administration (TSA), and local and state Law Enforcement representatives, and contracted service provider.
  • Deploy all screening equipment campus-wide in accordance with TSA mandated Airport Security Program (ASP).
  • Work closely with divisional construction Subject Matter Experts (SMEs) to ensure facilities can accommodate current and future all aviation screening & detection equipment.
  • Training staff operating Walk-thru Weapons Detection, Stationary and Portable X-ray Machines, Explosive Trace Detection and their related ancillary equipment.
  • Closely work with the contract team in Scope of Work generation activities, and performs related work as assigned.
  • Performs other duties assigned.
