About The Position

The Program Operations Specialist role focuses on helping organizations grow and transition effectively by analyzing their operations from an external perspective. This involves providing tangible advice on business process improvements, mission success, and standard methodologies, whether an organization is being established, transformed, or undergoing a merger or split-up. The specialist will oversee the development of a comprehensive picture of the client's current structure, daily operations, and outcomes, leading discussions and workshops with stakeholders to identify strengths and areas for improvement. Ultimately, the role involves advising U.S. Army senior leadership on a path forward, offering a chance to broaden experience in operational analysis and change management while contributing to the evolution of the U.S. Army technology ecosystem.

Requirements

  • 5+ years of experience working in a professional environment, including in military headquarters or policy environments
  • Experience coordinating actions and initiatives across multiple organizations or stakeholders
  • Experience preparing senior leaders for meetings, briefings, and decisions
  • Experience developing staff products, including memos, decision papers, and reports
  • Experience with tools such as MS SharePoint, PowerPoint, Excel, and PowerBI
  • Ability to track and manage tasks to completion, ensuring deadlines are met
  • Ability to synthesize complex information into concise and actionable recommendations
  • Ability to prioritize competing requirements
  • Secret clearance
  • Bachelor’s degree in public administration, political science, or business

Nice To Haves

  • 7+ years of experience working in a professional or operational environment
  • Experience briefing senior leaders or executives
  • Experience with interagency, joint, or multinational environments
  • Experience with project management or as a staff officer
  • Experience with military service, civil service, or government contracting
  • Knowledge of organizational hierarchy, decision-making processes, staff processes, task management systems, and organizational policy compliance
  • Ability to adapt in ambiguous and fast-paced environments
  • Possession of strong organizational, time-management skills, and communication skills, both written and verbal
  • Master's degree
  • Project management or change management Certification

Responsibilities

  • Analyze every aspect of a client's operations.
  • Guide efforts to provide clients with a roadmap for becoming the organization they envision.
  • Oversee the development of an overall picture of the client’s current structure, day-to-day operations, and outcomes.
  • Lead discussions and workshops with stakeholders and engineers, analysts, and other support staff.
  • Identify elements that work best in the client's environment and areas for improvement.
  • Advise U.S. Army senior leadership on a path forward.
  • Work with clients to help the U.S. Army technology ecosystem evolve.
