About The Position

The GFE Networks Program Manager provides critical operational support and assistance to the Enterprise Networks Program Manager (ENPM) in modernizing all aspects of the Electronics Sector (ES) classified compute model. The primary duties of this role are to assist the ENPM in developing a strategy for requesting, tracking and troubleshooting networks provided as Government Furnished Equipment (GFE) as well as the execution of the Sector’s Classified Modernization strategy by managing day-to-day coordination, tracking program milestones, and facilitating communication between technical teams and business stakeholders. This role acts as the primary execution arm for the ENPM, ensuring that the strategic vision is translated into tactical actions and that the program team remains aligned with the overall objectives for the instantiation and expansion of classified environments.

Requirements

  • Bachelor’s degree and relevant experience in program management or classified security and/or IT
  • Active Top Secret clearance
  • Working-level experience in Classified Area infrastructure projects and operating environments.
  • Ability to demonstrate PM fundamentals, specifically in the areas of monitoring, reporting, and project coordination.
  • Understanding of ICD 705, TEMPEST, and classified facility policies (NISPOM, SAP, and SCI).
  • Ability to work across multiple functions to build the relationships necessary to support the ENPM’s objectives.
  • Strong written and verbal skills, with the ability to draft reports and presentations for the ENPM to deliver to leadership.
  • Proactive, detail-oriented, and highly organized with a strong ability to multi-task.

Nice To Haves

  • Master’s degree in a related field.
  • Current Top Secret/SCI clearance.
  • Experience in capturing business requirements to support the development of technical solutions.
  • Experience coordinating with internal stakeholders and external suppliers.
  • CompTIA Security+, DoD Security certifications, or ITIL Foundations.

Responsibilities

  • Assists the ENPM to develop a strategy for requesting, tracking, and troubleshooting networks provided as Government Furnished Equipment (GFE).
  • Coordinates with security and information technology counterparts to develop standardized processes and CONOPs for enterprise spaces and activities.
  • Assists the ENPM in the day-to-day management, control, and reporting of Enterprise Networks Programs.
  • Supports the ENPM in developing and maintaining detailed project schedules, tracking milestones, and ensuring deliverables are met on time.
  • Assists in the preparation of materials for multi-year Integrated Business Planning (IBP) to help the ENPM secure necessary Capital and Expense resources.
  • Supports the ENPM in identifying and tracking project risks and opportunities, ensuring mitigation plans are executed.
  • Facilitates engagement between ES / INC stakeholders and the ENPM to ensure business needs and requirements are accurately captured.
  • Assists the ENPM in leading and developing a cohesive program team, providing day-to-day guidance and coordination to staff.
  • Coordinates with ES Engineering, Operations, and IT & Security leaders to ensure the functional support requested by the ENPM is delivered.
  • Works with Business Analysts (BAs) and Program Teams to ensure the technical execution aligns with the requirements defined by the ENPM.
  • Supports the ENPM (acting as the ISO) in the processes required to attain and maintain Authorizations to Operate (ATOs).
  • Assists in monitoring compliance with DoD requirements and customer security support for programs operating as ‘tenants.’
  • Supports the ENPM in the development and implementation of the O&M strategy for the transition of environments to executing directorates.
  • Collects and analyzes O&M metrics to provide the ENPM with the data necessary for continuous improvement reporting.
