About The Position

The City of Phoenix Water Services Department is seeking a Capital Improvement Program (CIP) Program Manager to oversee the planning, design, construction, and rehabilitation of critical water and wastewater infrastructure projects. The selected candidate will manage capital improvement projects, coordinate engineering and construction activities, administer contracts, and collaborate with consultants, contractors, and City departments to deliver high-quality infrastructure solutions. Local Phoenix candidates only. Candidates must be available for an in-person interview within one week of the posting close date and able to start within two weeks of receiving an offer.

Requirements

  • Bachelor's degree in Engineering or a related field.
  • 3+ years of Project Management experience.
  • 3+ years of experience in Engineering or a related technical field.
  • Experience managing engineering, infrastructure, or capital improvement projects.
  • Strong communication, coordination, and stakeholder management skills.

Nice To Haves

  • 2+ years managing consultants and contractor staff on Capital Improvement Projects (CIP) or large private infrastructure projects.
  • Experience developing project scopes of work, reviewing proposals, payment applications, permitting, and design/construction drawings.
  • Current Arizona Professional Engineer (PE) registration.
  • Experience with municipal water/wastewater infrastructure projects.
  • Knowledge of civil engineering, construction methods, asset management, procurement, and contract administration.

Responsibilities

  • Manage Capital Improvement Program (CIP) replacement and rehabilitation projects for water and wastewater infrastructure.
  • Develop project scopes, cost estimates, and long-range planning strategies.
  • Oversee planning, design, permitting, and construction activities.
  • Administer procurement processes and construction contracts.
  • Review engineering design plans, specifications, and construction drawings.
  • Coordinate project activities with operations staff, customers, consultants, contractors, and City departments.
  • Manage project schedules, budgets, risks, and deliverables.
  • Integrate completed construction documentation into Work and Asset Management systems.
  • Support assessments, rehabilitation, and replacement of pipelines, pump stations, reservoirs, wells, lift stations, sewer mains, and related facilities.
