About The Position

Valkyrie Enterprises is seeking an energetic, self-starting Program Manager for the Maintenance and Modernization Operation at our Norfolk, VA location. This role is the primary point of contact for assigned programs and is responsible for all aspects of program planning, budgeting, execution, monitoring, controlling, and documentation, ensuring compliance with all contract requirements. The Program Manager will oversee projects in Norfolk and San Diego, manage personnel across all locations, and hire additional resources as needed to support fleet concentration areas and organically grow Valkyrie’s operations. This includes providing oversight of all activities, controlling schedule, budget, and performance objectives, and developing manpower resources. The role requires timely completion of contracts within budget allocations according to the Plan of Action/Milestones (POA/M). The Program Manager will serve as the Primary point of contact for the Corrosion Control Operations Manager, disseminating contractual information, promoting customer relations, identifying new business opportunities, and developing and implementing corrosion control programs and strategies. This includes conducting risk assessments, overseeing inspections, coordinating with engineering and maintenance teams, analyzing data, ensuring compliance with standards, training staff, and preparing reports. The role also involves inspecting surfaces, cleaning, and preparing them for application, and possessing knowledge of painting techniques, materials, and applications.

Requirements

Bachelor's degree in engineering (ME/EE), or Business Management from an accredited college or university OR equivalent years of Program Manager experience.
At least 5 years of program manager experience with shipboard projects involving the operation, maintenance, repair, testing, modification, upgrading, installation, and alteration of Naval vessel and small craft systems.
7 years' experience as a project manager.
At least 2 years of direct experience in a shipboard environment.
At least 5 years' experience with ship projects executed in public and private shipyards.
5+ years of experience in corrosion control or related field.
Strong knowledge of corrosion mechanisms and control methods.
Excellent analytical and problem-solving skills.
Effective communication and leadership abilities.
Ability to work independently and as part of a team.
Previous experience in surface preparation or a related field.
Knowledge of painting techniques and materials.
Previous experience in painting or a related field.
Knowledge of different types of paint and their applications.
Must have an active DoD Secret Security Clearance or the ability to get one.
Ability to obtain and maintain appropriate identification credentials for domestic flight or access to secure federal facilities/military bases (e.g., REAL ID).

Familiarity with ISO 9001:2015 and NAVSEA requirements is preferred.

Responsibilities

Serving as the Primary point of contact for the Corrosion Control Operations Manager in providing program oversight and status information.
Receiving and disseminating all contractual information to the appropriate personnel to support contract deliverables.
Promoting and building customer relations through frequent communication.
Building programs assigned to you.
Identifying and pursuing new customers, programs, and business opportunities.
Developing and implementing corrosion control programs and strategies.
Conducting corrosion risk assessments and recommending mitigation measures.
Overseeing the inspection and monitoring of corrosion control systems.
Coordinating with engineering and maintenance teams to ensure proper installation and maintenance of corrosion control measures.
Reviewing and analyzing corrosion data to identify trends and areas for improvement.
Ensuring compliance with industry standards and regulations related to corrosion control.
Training and mentoring staff on corrosion control best practices.
Preparing reports and presentations on corrosion control activities and results.
Staying up-to-date on industry best practices and regulations related to corrosion control.
Inspecting surfaces to be prepared and identifying any imperfections or damage.
Cleaning surfaces using appropriate tools and materials.
